HomeMy WebLinkAbout1996 10-09 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 9, 1996 CITY HALL CALL TO ORDER The Brooklyn Center Human Rights and Resources Commission was called to order at 7:07 p.m. ROLL CALL Members present: Vice Chair Nesseth, Commissioners Achtelik, Maddox, Forrest, and Doucette. Also present were Council Liaison Hilstrom, and Administrative Intern Steve Sydow. Members absent and excused: Chair Lerbs and Commissioners Braziel and Yang. Members absent: Commissioner Nyquist. Meeting is being chaired by Vice Chair Nesseth. • APPROVAL OF MINUTES - SEPTEMBER 11. 1996, There was a motion by Commissioner Doucette and seconded by Commissioner Forrest to amend the September 11, 1996, minutes under Bias Response Plan, the last sentence on page one, to read: The City Attorney, City Manager and Councilmembers present wanted their points emphasized. The minutes from the July Work Session disregarded any input from the Human Rights Commissioners. Vice Chair Nesseth felt the meeting was a waste of her whole evening and the concerns of City Manager, City Council, and City Attorney could have just been typed out and mailed to each Commissioner. The motion carried. APPROVAL OF AGENDA - OCTOBER 9.19% There was a motion by Commissioner Doucette and seconded by Commissioner Achtelik to include discussion of the attachments: Minutes of September 11, 1996, parliamentary procedure at a glance, etc. in the meeting. The motion carried. Commissioner Maddox abstained. There was a motion by Commissioner Achtelik and seconded by Commissioner Doucette to approve the October 9, 1996, agenda. The motion carried. is 10/9/96 _1 BIAS RESPONSE PLAN Commissioner Doucette would like the subcommittee to use Eden Prairie as a guide with the exception of removing the committee commission members from contacting the victims. There was a general discussion. Council Liaison Hilstrom excused herself at 7:25 p.m. The Commissioners plan to contact other groups and organizations for additional information. The subcommittee plans to continue research on the bias response plan. There was more general discussion. OTHER BUSINESS The BPW parliamentary procedure training information was introduced. The phone number is 953- 4323. At this point the Commissioners discussed the attachments. They decided to start a file system with Bias Response part of the attachments. There was some more general discussion. There was a motion by Commissioner Forrest and seconded by Commissioner Achtelik to take the individual attachments into consideration to further discuss them at the next meeting. The motion carried. Commissioner Maddox objects. There was more general discussion. ADJOURNMENT • There was a motion by Commissioner Forrest and seconded by Commissioner Achtelik to adjourn the meeting at approximately 8 p.m. 10/9/96 -2- 0
