item. There was a discussion about National Night Out and possibly participating in this program.
BIAS RESPONSE PLAN
There was a general discussion about what is left to do on the plan. The consensus is to design and
build response teams. Members discussed the makeup of the team and should the team that responds
reflect the nationality or have similar backgrounds or issues as the victim. Some members of the
commission stated that we should be looking at breaking down barriers and not segregating those
who respond to try to de-emphasize differences. The commission discussed differences and agreed
that there are differences. There was concern about the open meeting law. The bias response team
could have no more than four members from the commission to the ensure they do not violate the
open meeting law. There was a suggestion to have Mort Rywick from the State come to discuss this
issue with the commission. There was a consensus that recommendations for bias response team
should be brought forward to the next commission meeting.

the bias response discussion at this time. The motion carried.
