HomeMy WebLinkAbout1996 04-10 HRRM• MINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 10, 1996 CITY HALL CALL TO ORDER The Brooklyn Center human rights and resources commission was called to order at 7 p.m. ROLL CALL Members present: Chair Lerbs, Vice Chair Nesseth, Commissioners Maddox; Achtelik, Yang, Nyquist, Doucette, and Forrest. Also present Council Liaison Hilstrom and Staff Liaison Gohman. Member absent: Commissioner Braziel. APPROVAL OF MINUTES - MARCH 13. 1996 There was a motion by Vice Chair Nesseth and seconded by Commissioner Achtelik to make two changes to the minutes. One was on page two to add in the motion "Vice Chair Nesseth offered friendly amendments" and also No. 8 in the essay contest the last name Vu. The motion carried. APPROVAL OF AGENDA OF APRIL 10. 1996 To add a discussion about the Minnesota Human Rights Commission - article in the paper. There was a motion by Vice Chair Nesseth and seconded by Commissioner Yang to accept the agenda with the added item. The motion carried. ESSAY CONTEST There was a general discussion on the essay contest. The consensus was that it was well done, a thanks to Commissioners Nyquist and Maddox for obtaining the prizes. A huge thanks to Commissioner Yang for coordinating much of this activity. It was the consensus of the commission to have Chair Lerbs write a note of thanks to the local banks who gave donations for awards for this program. The commission decided that the essay contest was a success. This was a good start for possibly of doing this again in the future. WORK. PLAN There was a general discussion regarding the work plan, specifically, about bias response. 04/10/96 _ 1 _ ~ Is a s for networking n owto wtmwliil!Ilftlqafta " There wasa s is suggestion to change 0s -ON r. No. 5 of the work plan to a neighborhood barbeque. Vice Chair Nesseth offered to contact Community Services Sgt. Grass about getting neighborhood watch groups together regarding this idea. Vice Chair Nesseth will report to the human rights commission at the next meeting about this item. There was a discussion about National Night Out and possibly participating in this program. BIAS RESPONSE PLAN There was a general discussion about what is left to do on the plan. The consensus is to design and build response teams. Members discussed the makeup of the team and should the team that responds reflect the nationality or have similar backgrounds or issues as the victim. Some members of the commission stated that we should be looking at breaking down barriers and not segregating those who respond to try to de-emphasize differences. The commission discussed differences and agreed that there are differences. There was concern about the open meeting law. The bias response team could have no more than four members from the commission to the ensure they do not violate the open meeting law. There was a suggestion to have Mort Rywick from the State come to discuss this issue with the commission. There was a consensus that recommendations for bias response team should be brought forward to the next commission meeting. There was a motion by Commissioner Maddox and seconded by Commissioner Forrest to table the bias response discussion at this time. The motion carried. EARLE BROWN DAYS There was a discussion that Earle Brown Days is June 27-30, 1996, will they have a float, and who will ride was the question. There was a suggestion that they should possibly have students from the high school. There was a motion to table the discussion of Earle Brown Days until the next meeting. OTHER BUSINESS Article on State Human Rights Commission was distributed. Charles Forrest volunteered to be backup representing to State League. ADJOURNMENT The meeting was adjourned. • 04/10/96 -2-
