HomeMy WebLinkAbout1996 05-08 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION MAY 8, 1996 CITY HALL CALL TO ORDER The Brooklyn Center human rights and resources commission was called to order at 7 p.m. ROLL CALL Members present: Chair Lerbs, Vice Chair Nesseth, Commissioners Achtelik, Braziel, Doucette, Forrest, Maddox, and Nyquist. Also present Staff Liaison Gohman. Members absent and excused: Commissioner Yang and Council Liaison Hilstrom. 0 APPROVAL OF AMENDED MINI JTES - MARCH 13. 1996 There was a motion by Vice Chair Nesseth and seconded by Commissioner Nyquist to approve the March 13, 1996, minutes as amended. Motion carried. APPROVAL OF MINUTES - APRIL 10. 1996 There was a motion by Commissioner Doucette and seconded by Vice Chair Nesseth to amend the minutes of April 10, 1996, under the work plan to read "Vice Chair Nesseth suggested we contact Sgt. Dave Grass, officer in charge of Crime Prevention Groups in community and ask if we could use groups for networking ie: human rights issues/workshop on bias response. This would be a good way to share information." The motion carried. APPROVAL OF AGENDA - MAY 8. 1996 There was a motion by Vice Chair Nesseth and seconded by Commissioner Achtelik to add a 05/08/96 _1 _ discussion on the update of Commissioner Forrest joining the Minnesota League of Human 40 Rights. The motion carried. WORK PLAN Vice Chair Nesseth stated she had talked to Sgt. Grass about the Human Rights & Resources Commission and the bias response plan. Sgt. Grass stated he would get the information out in the Crime Prevention newsletter regarding this issue. There was a general discussion of the work plan and it was the consensus of the commission to leave the work plan as is at this time. BIAS RESPONSE PLAN Mort Rywick from the State could not be at our Human Rights Commission meeting for May to discuss bias response plan. There was a general consensus that the recommended bias response plan must go before Council for approval prior to any further action of the commission. There was a general discussion about the bias response plan about adding additional contact persons to the network list and a sample letter from the City of Plymouth regarding their bias/hate response plan. There was also a discussion of the bias response plan team makeup: should it be just HHRRC members or add community members to the response team. Staff Liaison Gohman reminded the commission that they are in an official organization of the City of Brooklyn and when they take action they will be acting in official capacity of the City and are responsible to the City of Brooklyn Center and must be careful about any liability issues. There was a motion by Chair Lerbs and seconded by Vice Chair Nesseth that the commission submit the bias response plan to the City Council and recommend approval. The motion carried. It was the consensus of the commission to bring it to the Council at the June 10, 1996, Council meeting. EARLE BROWN DAYS PARADE • 05/08/96 -2- There was a general discussion about conflict of interest, gift, and gratuity that commissions and council cannot solicit vehicles to use in the parade. Staff Liaison Gohman distributed the letter from the city attorneys regarding this matter. There was a general discussion of how many members could be available for the parade. OTHER BUSINESS There was a general discussion about the Minnesota League of Human Rights. Commissioner Forrest stated that he would go to the league meetings just as a citizen attendee not as a regular member. ADJOURNMENT There was a motion by Commissioner Achtelik and seconded by Commissioner Forrest to adjourn the meeting at 8:07 p.m. The motion carried. • • 05/08/96 -3-
