HomeMy WebLinkAbout1996 02-14 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 14, 1996 CITY HALL CALL TO ORDER The Brooklyn Center human rights and resources commission was called to order at 7 p.m. ROLL CALL Members present: Chair Lerbs, Vice Chair Nesseth, Commissioners Maddox, Nyquist, Braziel, and Yang. Members absent: Commissioner Achtelik Members absent and excused: Commissioner Achtelik, Council Liaison Hiistrom, and Staff Liaison Gohman. APPROVAL OF MINUTES - JANUARY 10. 1995 There was a motion by Commissioner Nesseth and seconded by Commissioner Maddox to approve the January 10, 1996, HRRC minutes. The motion carried. APPROVAL OF AGENDA OF FEBRUARY 14. 1996 There was a motion by Commissioner Nyquist and seconded by Commissioner Braziel to approve the agenda of February 14, 1996. The motion carried. BIAS RESPONSE PLAN DISCUSSION There was a general discussion on the bias response plan and to add to the March agenda and to discuss bias response team makeup. ESSAY CONTEST There was a discussion regarding the certificates and the cost for printing colored certificates. Commissioner Yang stated he may have a source to produce the certificates in color. Commissioner Braziel is also checking on preprinted certificates. Commissioner Yang reported that the contest was distributed on January 31, 1996, at Brooklyn Center High School. The essay will be picked up on February 28, 1996. There was a general discussion that the presentation date of the winners before the City Council should be April 8, 1996 and there are nine prizes for essay winners. There was a discussion that the essays be sent out the Human Rights and Resources commission members as soon as possible after they are obtained from the schools. 0 02/14/96 -1- There was a motion by Commissioner Yang and seconded by Commissioner Nesseth to ask all commission members to bring the top ten criteria check list and rate each essay on a weighted average. The motion carried. There was a friendly amendment to the above motion - friendly amendment by Chair Lerbs and seconded by Commissioner Nesseth to make sure the staff does not copy names but to cover over names and assign a number or a symbol to the essay so they can be reviewed by commission members with essay participants remaining anonymous. The motion carried. The vote was four to approve and two to deny. The discussion continued regarding the presentation of the awards. A general discussion about the certificates how the award should be presented by the Council. WORK PLAN Commissioners Yang, Nesseth, and Maddox met with Discover the Center regarding their interest in "Taste of the City." There will be a meeting on February 17, 1996, at 9:30 a.m. at Brooklyn Center High School regarding this. There was a consensus to continue discussion of this and add it to the work plan. OTHER There was a discussion regarding the joint commission. The consensus that it was very well received. OTHER ITEMS Heritage Festival. Peacemaker fund raiser to be held on March 28, 1996, at the Holiday Inn. Rotary Recognition - April. The Prayer Breakfast on April 20, 1996. Northwest Hennepin Human Services Council nominations for volunteers award and diversity training. There was a motion by Commissioner Yang and seconded by Commissioner Nesseth to adjourn at 8:15 p.m. 02/14/96 -1- •
