HomeMy WebLinkAbout1996 01-10 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 10, 1996 CITY HALL CALL TO ORDER The Brooklyn Center human rights and resources commission was called to order at 7 p.m. ROLL CALL Members present: Chairperson Lerbs, Commissioners Nyquist, Yang, Nesseth, Achtelik, Braziel, and Maddox (arrived 8:15 p.m.) Also present Staff Liaison Gohman. APPROVAL OF MINUTES - NOVEMBER 8. 1995, There was a motion by Commissioner Nesseth and seconded by Commissioner Yang to approve the November 8, 1995, minutes. The motion carried. APPROVAL OF MINUTES - DECEMBER 13. 1995 There was a motion by Commissioner Nyquist and seconded by Commissioner Braziel to approve the December 13, 1995, minutes. The motion carried. APPROVAL OF AGENDA OF JANUARY 10. 1995 Chair Lerbs asked to add discussion of election of Chair of Human Rights & Resources and appointment of Vice Chair. There was a motion by Commissioner Yang and seconded by Commissioner Nyquist to approve the agenda with the addition of election of Chair and appointment of Vice Chair. The motion carried. ELECTION OF CHAIR Wade Lerbs stated that the Commission need to do its annual appointment of a Chair and Vice Chair for the Human Rights & Resources Commission. There was a general discussion regarding this matter. Commissioner Achtelik stated she nominates Wade Lerbs to continue as Chair of the Human Rights & Resources Commission. There was a motion by Commissioner Nyquist and seconded by Commissioner Braziel to close the nominations. The motion carried. Wade Lerbs was appointed Chair. Chair Lerbs expressed his thanks and appreciation for support. 0 01/10/96 -1- Chair Lerbs asked if anyone was interested in the Vice Chair. Commissioner Nesseth stated she was interested. Chair Lerbs appointed Commissioner Nesseth as Vice Chair of the Human Rights & Resources Commission. ESSAY CONTEST Commissioner Yang discussed the essay contest. Commissioner Achtelik wanted to commend Commissioner Yang on the United Nations Declaration of a Child. There was a general discussion and question regarding awards for the essay contest. Commissioner Nyquist stated that he had great response from the community and stated that he would have in donations one $100 savings bond from First Bank, three $50 savings bonds from Norwest Bank, three $50 savings bonds from Marquette, and one to two $50 savings bonds from TCF. The Commission was very pleased with Commissioner Nyquist's abilities to obtain donated bonds. There was a general discussion regarding printing of the certificates and awards. Staff Liaison Gohman stated that the City can handle the printing of the certificates. There was a discussion that the contest would run in February and the award be decided in March. The Commission decided that they would have 15 color certificates and 50 black and white printed, and also to print 50 packets of the essay. Finally, to make into poster size the document entitled Brooklyn Center Human Rights Essay Contest. There was a consensus that the contest essay be due by February 29, 1996, and awards be presented at the April 8, 1996, regular City Council meeting which such starts at 7 p.m. There was a motion by Commissioner Nesseth and seconded by Commissioner Yang to table discussion of the program for presentation of awards at the City Council meeting until the Human Rights & Resources Commission of February and also to set aside the Human Rights & Resources Commission March meeting to screen and have final consensus on awards for the essay contest. The motion carried. BIAS RESPONSE PLAN There was a general consensus about the bias response plan. There was a consensus of the Commission to request to meet with Chief Kline in February to discuss the plan and find out the police department's opinion regarding the plan. There was a motion by Commissioner Nesseth and seconded by Commissioner Nyquist to accept the bias response work plan as final draft with a friendly amendment accepted from Commissioner Nyquist accepted by Commissioner Nesseth to also have the plan subject to review and/or approval and amendments by Chief Kline. The motion carried. JNVERSITY TRAINING Staff Liaison Gohman briefed the Commission that the City Manager has approved expenditures for diversity training in the 1996 budget. WORK PLAN The Commission discussed the work plan focusing on diversity dinners. • 01/10/96 -2- There was a motion by Commissioner Yang and seconded by Commissioner to wait on the discussion regarding diversity dinners until Commissioner Yang meets with the Discover the Center this Saturday, this would allow the Commission to find out what Discover the Center is wanting to accomplish at the meeting and Commissioner Yang will report back to the Commission at the next meeting. The motion carried. JOINT MEETING There was a general discussion regarding the joint meeting reminding members to call in their reservation to the City Clerk. OTHER BUSINESS There was a general discussion regarding the Heritage Festival and if the Human Rights & Resources Commission is going to participate. Commissioner Nesseth stated that she is willing to participate several hours and will get in touch with Mary Welch at the Chamber and will also contact members about the Heritage Festival and the possibility of participating. Commissioner Maddox stated that the Minnesota of the League wants a copy of BCHRRC bias response plan and also the human rights membership roster. There was a general discussion on the February 14, 1996. It was a consensus to keep the meeting on Valentine's Day of February 14, 1996, but also to keep the meeting short. ADJOURNMENT There was a motion by Commissioner Nesseth and seconded by Commissioner Maddox to adjourn the meeting at 8:45 p.m. The motion carried. 0 01/10/96 -3-
