Call to Order The Brooklyn Center Human Rights Commission met
in regular session and was called to order by Chairman
Davis at 7:35 p.m.
Roll Call Chairman Davis, Commissioners Sugimura, Martinsen,
Weyrauch, Blomberg and Campion. Also present was
Administrative Assistant Ron Warren.
It was noted that Councilman Bob Jensen was unable
to attend this evening's meeting because of his
required attendance at a Suburban Rate Authority
meeting.
Approval of Minutes Motion by Commissioner Weyrauch and seconded by
3-19-75 Commissioner Sugimura to approve the minutes of the
March 19, 1975 meeting. The motion passed unani-
mously.
Correspondence The first item on the agenda was a review of corres-
pondence. Chairman Davis noted that he had received
correspondence regarding a Human Rights Workshop to
be held in Robbinsdale on Saturday, April 26. He
urged interested Commissioners to attend.
Comimissioner T°olve arrived at 7:35 p.m.
Report on E. E .O . C . Com As sioner Martins en reported that he had recently
Senn•Al n a r attended an advanced seminar conducted by E.E.O.C.
cz eq,. al employment opportunity counseling. He
di3tr:lbutled, for the Commissioners' review, a booklet
er:,ti tle " E. E.O. C . Guidelines on Employment Appli-
cat:10r. Questions", and a short one-page questionaire
tr, be used by an employer as a general guide for
det i~rrnln•i ng illegal or discriminatory personnel prac®

AccessIbidity Survey Chairman Davis noted that the St. Paul Area Council
on Employment of Handicapped had done an accessi-
• bAlity survey and had recently published the results
in a booklet entitled "Wheeling St. Paul". He passed
the book out to the Commissioners for their review.
Chairman Davis noted the good public relations work
Commissioner Tolve has been doing for the Commission
and commended her on her efforts.
The Chairman recognized Commissioner Campion who
distributed, for the Commission°s review, a draft copy
of a letter to accompany the accessibility surrey. A
brief discussion ensued relative to a few manor changes
in the letter and to a proposed date to seed the survey
and a deadline for return-ng it. 'Et was the consensus of
the Commission to send tht: l~tt~~rs on May 1, and have
them returned by May 1.6 .

Commissioner Weyrauch concluded by noting that he is
satisfied with present City procedures in this regard
and that he felt he had accomplished what he had
intended to accomplish, that being to bring affirmative
action policies to the attention of the City staff.
Commissioner Sugimura left the meeting at 8045 p.m.
A brief discussion ensued with the secretary explain-
,Ing the boundaries of the residency requirement. It
was noted that the residency requirement is not a
condItion of application and only becomes effective
after a person has been on the police force for 18
Chairman Davis explained that the reason
for th, s residency policy was to insure an adequate
respt,~nse time when calling back officers daring
em(e rgency situations.
