HomeMy WebLinkAbout1974 09-26 HRRMMinutes of the Proceedings of the Human Rights Commission of the City is of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION SEPTEMBER 26, 1974 CITY HALL i Call to Order The Brooklyn Center Human Rights Commission met in regular session and was called to order by Chairman Davis at 7:40 p.m. Roll Call Chairman Davis, Commissioners Tolve, Mer® and Sugimura. Also present were Councilman Robert Jensen and Administrative Assistant Daniel Hartman. Approval of Minutes Motion by Commissioner Sugimura and seconded 5-23-74 by Commissioner Tolve to approve the minutes of the May 23, 1974 meeting as submitted. The motion passed unanimously. Handicapped Booklet Commissioner Tolve reported on the development for Brooklyn Center of a handicapped booklet for Brooklyn Center. She stated that she would like to see the Com- munity Education Council of School District No. 286 help in the development of the booklet by gathering the data. Commissioner Sugimura distributed information she had received on the handicapped. She commented that the United Handicapped Federation is in the process of surveying public buildings within the metropo- litan area for handicapped accessibility. Commissioner Weyrauch arrived at 7:50 P.M. Chairman Davis next presented information on social services available in the metropolitan area. Commissioner Sugimura commented that Crystal and New Hope have developed a social services booklet. She also presented information on a transportation for the handicapped conference to be held at the Sister Kenny Institute. Commissioner Tolve commented that the Community Education Council is interested in developing some type of service for the handicapped in Brooklyn Center. She stated that the Council could develop programs in transportation for the handicapped. She stated that if an organi- zation would be willing to provide transportation services for the handicapped, the Commission could help in the development of the program. Commissioner Martinsen arrived at 8005 p.m. A discussion ensued relative to transportation for the handicapped with Chairman Davis requesting that Commissioner Tolve pursue the topic with the Community Education Council. Commissioner Sugimura suggested that a speaker from the United Handicapped Federation come before the Commission to discuss their accessibility survey. Chairman Davis commented that the Human Rights Commission could develop the handicapped booklet with organizations helping in the data gathering. He commented that a booklet on social services is not needed at this time since there are many such booklets available in the metropolitan area. Councilman Jensen stated that it would be important for the Human Rights Commission to speak to the other commissions on regulations for the handicapped. He commented that, the Planning Commission could be informed of requirements for the handicapped in site and building plan approval. The next topic discussed was the "I'm OK" Program. Chairman Davis commented that he had read of such a program available to senior citizens. He stated that he would look into tAe program and see if he could obtain the signs for senior citizens in Brooklyn Center. The Commission recessed at 8047 p.m. and resumed at 9015 p.m. I'm ®K Program Recess is 10 9/26/74 -2- President°s Roundtable Commissioner Martinsen reported on the President°s Roundtable commenting that the Chairman for 1974®75 was Mr. Peter Jacobson, S' President of the Jaycees. 0 Correspondence Chairman Davis next read correspondence he had received for the Human Rights Commission. He stated that the State League of Human Rights Commissions has requested funds for their operation. other Business Commissioner Weyrauch reported on City Council meetings that he had attended over the summer. He also commented that he attended the September meeting of the Housing Commission and reported on their speakers from Northern States Power Company who discussed credit policies. He stated that it was informative and requested the secretary to provide the Commissioners with copies of the minutes for the September meeting of the Housing Commission. Commissioner Weyrauch next reported that he had talked with Mrs. Hastings, a former member of the Human Rights Commission, who commented that the State is instigating a program which would eliminate housing for non-working handicapped. Chairman Davis stated that he would look into the matter with Mrs. Hastings and report to the Commission. Adjournment Motion by Commissioner Sugimura and seconded by Commissioner Weyrauch to adjourn the meeting. The motion passed unanimously.
