Adjournment • • R E P O R T TO: Mayor and City Council FROM: Brooklyn Center Human Rights Commission DATE: March 28, 1974 SUBJECT: Recommended Changes in the Enabling Resolution for the Human Rights Commission The Human Rights Commission would like to recommend the following changes in the enabling resolution, Resolution No. 68-44, which created the Brooklyn Center Human Rights Commission and defined its duties and responsibilities. The recommendations would also amend Resolution No. 71-211. I. Change the second WHEREAS to read: • WHEREAS, such growth and development necessitates intensified communication and protection of just and equitable rights among all residents of the community to promote harmonious relationships among people of all races, religion, ethnic groups, social - economic status, ages, gender, physical, mental and emotional stabilities and deverse life styles. II. Change Subdivision 3, (2) to read: Advise in the development of a Human Relations Pro- gram for the City of Brooklyn Center to give increased effectiveness and direction to the work of all indivi- duals and agencies addressing themselves to planning, policy making and educational programs in the area of civil and human rights. III. Change Subdivision 3, (3) to read: Enlist the cooperation of organizations, individuals and other advisory bodies in the community in an active program directed to promote understanding and equal opportunity and eliminate discrimination and inequities. 0 IV. Eliminate Subdivision 3, (4). V. Change Subdivision 3, (5) to read: (4). Advise in the development of a formal and informal educational program to assist in the implementation in the Minnesota State Act Against Discrimination and provide for the Commission's assumption of leadership in recognizing and resolving civil and human problem areas in the community. VI. Change Subdivision 4, COMPOSITION to read: The Commission shall be comprised of a chairperson and eight (3) vembers, all of whom shall be appointed and serve as set forth in Subdivision 5. VII. Appear or appoint a representative to appear before the City Council and city advisory commissions to present the viewpoint of the Commission in matters relevant to human rights. 3. Review all official minutes of the City Council and other advisory commissions for the purpose of informing the Human Rights Commission of matters relevant to human rights. 4. Provide liaison with other governmental and voluntary organizations on matters relevant to human rights. Membersi Initial appointment of members shall be made by mer«bers of the City Council, who shall each appoint three and by the Mayor who shall appoint two with due regard being given to the appointing official to fitness for the efficient dispatch of the functions, powers and duties vested in and imposed upon the Commission, with geographical dis- tribution within tg he City, and the representative nature of the Co ission in terms of sex, religion, ethnic, racial, e" employment and employer groups. Members of the C mi ssion shall serve for terms of three (3) years, except that any person appointed to fill a vacancy occuring prior to the expiration of the term of which his predecessor was appointed, shall be appointed only for the remainder of such term. Upon the d~xpiration of his term of office., a member shall c3ntinue to serve until his successor is appointed and shall have qualified. The first Commission shall consist of five members appointed for a term of three years, five members appointed for a term of two years, and five members appointed for a term of one year. Compensation: Commissioners shall serve without compensation. Vice-Chairperson: The Chairperson shall, within thirty days following the initial meeting of the commission, app int a Vice-Chairperson who shall hold said position at the pleasure of the Chair- person. The Vi e-Chairperson shall perform such duties as may be assigned by the Chairperson, shall assume the chai in the absence of the Chairperson. Qualification f9r Membership: Members of the Commission shall be residents of Brooklyn Center, while serving on the Commission and shall have been a resident of said City for at least one year prior to their appointment. Resignations - emoval from office - Vacancies: Commissioners m y resign voluntarily or be re- moved from offi e by the Mayor with the consent by majority vot. by the City Council. Three consecutive une:,-cused absences from duly called Commission meetings shall constitute automatic resignation fro office. Vacancies in the Com- mission shall b filled by mayorial appointment with majority c~nsent of the City Council. VIII. Eliminate Subdivision 6. 0 V. Change Subdivision 3, (5) to read: (4). VI. Change Subdivision 4, COMPOSITION to read: The Commission shall be comprised of a chairperson and eight (8) members, all of whom shall be appointed and serve as set forth in Subdivision 5. VII. Change Subdivision 5, METHOD OF SELECTION - TERM OF OFFICE AND REMOVAL to read: Chairperson: The Chairperson shall be appointed by the Mayor with the majority consent of the City Council. The Chairperson may be removed by the Mayor with majority consent of the Council. The Chairperson shall assure fulfillment of the following responsibilities in addition to those otherwise described herein: 1. Preside over all meetings of the Commission. 2. Appear or appoint a representative to appear before the City Council and city advisory commissions to present the viewpoint of the Commission in matters relevant to human rights. 3. Review all official minutes of the City Council and other advisory commissions for the purpose of informing the Human Rights Commission of matters relevant to human rights. 4. Provide liaison with other governmental and voluntary organizations on matters relevant to human rights.
