Human Rights Commission of the City
of Brooklyn Center in the County of
Hennepin and the State of Minnesota
REGULAR SESSION
FEBRUARY 28, 1974
CITY HALL
Call to order The Brooklyn Center Human Rights Commission
met in regular session and was called to
order by Chairman Davis at 7:35 p.m.
Roll Call Chairman Davis, Commissioners Weyrauch,
Martinsen, Mero, Tolve and Sugimura. Also
present was Administrative Assistant Daniel
Hartman.
Approval of Minutes: Motion by Commissioner Sugimura and seconded
1-28-74 by Commissioner Mero to approve the minutes
of the January 28, 1974 meeting as corrected.
The motion passed. Commissioner Weyrauch
did not vote.
1974 Positive Commissioner Sugimura presented to Chairman
Plan of Action Davis a report that Commissioners Tolve,
Martinsen and Sugimura had prepared in terms
of a 1974 Positive Plan of Action for the
Human Rights Commission.
A lengthy discussion ensued relative to the
goals and how they could be implement-ed.
Motion by Commissioner Weyrauch and seconded
by Commissioner Sugimura to approve the fol-
lowing 1974 Positive Plan of Action for the
Human Rights Commission:
l.. Examine the uses of sexist language
in all city documents and recordings.
Goal: To abolish distinctions on the
basis of sex by the use of alternative
language terms recognizing individual
human rights and other relationships.
2. Offer help to the Housing Commission
in the development of a Housing Main-
tenance and Occupancy Code for the
City of Brooklyn Center. Goal:
Protect the just and equitable rights
of all residents of our community.
Goal: Work in a cooperative manner
with the Housing Commission to educate
the residents of Brooklyn Center as to
the value and protection offered by
this proposed ordinance to all residents
of our community.
3. Examine the results of the Brooklyn
Center Jaycee's Attitude Survey. Goal:
Identify human needs and concerns ex-
pressed by residents of our community.
4. Become familiar with human services
available to the residents of our
community.
5. Clarify the rights and identify the
needs of the handicapped in our com-
munity as to the following:
a.
Employment opportunities
b.
Public transportation
c.
Personal services
d.
Access to public buildings
and churches
e.
Public, social, educational
and recreational programs
f.
Public rest room facilities
6. Clarify the rights and identify the
needs of the elderly in our community
as to the following:
a. Public transportation
b. Personal services
c. Access to public buildings
and churches
d. Public, social, educational
and recreational programs
e. Discriminatory public
practices
f. Fragmentation of service.
The motion passed unanimously.
Senior Citizen Chairman Davis then discussed at length a
Workshop senior citizens workshop planned for March 15,
1974 at Earle Brown School. He stated that
the workshop would be a panel discussion of
problems senior citizens must face. He
commented that it is co-sponsored by the

Brooklyn Twins Senior Citizens Club and
Representative Ernee McArthur.
Chairman Davis presented a letter he had
received from Representative McArthur out-
lining the workshop.
Motion by Chairman Davis and seconded by
Commissioner Weyrauch to co-sponsor the
senior citizen's workshop on March 15, 1974.
The motion passed unanimously.
BC Kaleidoscope '74 Chairman Davis next discussed at length BC
Kaleidoscope '74. He stated that he would
develop a flyer to be distributed by the
Human Rights Commission at the program and
that it would be available for review by the
Commission at the next meeting. He stated
that the flyer would contain a description of
the Commission's purpose and its activities
planned for 1974.
A schedule was then established for Commission
participation in the Kaleidoscope program.

Recess The Commission recessed at 8:34 p.m. and
resumed at 9:00 p.m.
Recommended Changes A lengthy discussion ensued as to the pre-

Legislation Human Rights Commission. A detailed exami-
nation of the resolution followed with
Commissioners making comments and suggestions
on each section of the resolution.
Motion by Commissioner Weyrauch and seconded
by Commissioner Martinsen to have staff pre-
pare a report for the City Council on changes
in the Human Rights enabling resolution. It
was noted that the recommendations would be
presented to the Human Rights Commission at
their next meeting for final approval. The
motion passed unanimously.

Listing of Commis- Chairman Davis thanked the secretary for

Appointment of a Chairman Davis next announced his appoint-

Vice-Chairman of the Human Rights Commission.
Senior Citizen Use Commissioner Tolve then requested that the

Center Community Center of requiring senior citizens
to pay for the use of the Center if they are
not Brooklyn Center residents.
Adjournment Motion by Commissioner Weyrauch and seconded
by Commissioner Tolve to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Human Rights Commission adjourned at
9054 p.m.
