HomeMy WebLinkAbout1974 01-28 HRRMMinutes of the Proceedings of the Human Rights Commission of the City of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION JANUARY 28, 1974 CITY HALL Call to Order The Brooklyn Center Human Rights Commis- sion met in regular session and was called to order by Chairman Davis at 8:04 p.m. Roll Call Chairman Davis, Commissioners Mero, Martinsen, Tolve and Sugimura. Also present were Coun- cilman Robert Jensen and Administrative Assis- tant Daniel Hartman. Introduction of New Commissioners Chairman Davis introduced the new Commis- sioners and Councilman Jensen. Approval of Minutes: Motion by Commissioner Mero and seconded 11-12-73 by Commissioner Martinsen to approve the minutes of the November 12, 1973 meeting as submitted. The motion passed unani- mously. Organizational Matters Chairman Davis reported that he had talked with Commissioner Kyle and she stated that her time commitments made it impossible for her to continue as a Commissioner. Motion by Commissioner Martinsen and seconded by Commissioner Mero to recommend to the Mayor that Commissioner Kyle be removed from the Commission. The motion passed unanimously. The Commission then discussed the size of the Commission and the possibility of reducing it. Commissioner Tolve commented that a smaller group of Commissioners would work better together. It was the consensus of the Commission that the size of the Commission should be reduced from eleven to nine members. Scope of the Human A discussion ensued relative to the scope Rights Commission of the Commission with Chairman Davis commenting on areas where the Human Rights Commission could become involved. He 0 stated that the Commission should look into areas dealing with the handicapped, ex- offenders, affirmative action programs and the elderly. Chairman Davis then appointed a committee made up of Commissioners Tolve, Sugimura and Martinsen to develop a work program for 1974. Motion by Commissioner Sugimura and seconded by Commissioner Martinsen to encompass in the resolution creating the Human Rights Commission the need for growth and develop- ment to necessitate intensified communica- tion and protection of just and inequitable rights among all residents of the community to promote harmonious relationships among people of all races, religion, ethnic groups, social - economic status, ages, gender, physical, mentpl and emotional statilities and deverse life style. The motion passed unanimously. ' • The Commission next directed the staff to draft a report encompassing changes in the Human Rights Resolution for the Commission to review and recommend to the City Council. Establishing Regular Motion by Commissioner Sugimura and seconded Meeting Night by Commissioner Tolve to establish the fourth Thursday of the month as the regular meeting night for the Human Rights Commission. The motion passed unanimously. Winter Human Rights. Chairman Davis reported on the winter Human Community Education Rights Commission Community Education Pro- Program gram. He stated that though the Commission had developed the seminars, the program had to be cancelled due to lack of interest. Chairman Davis commented that Community Education is a new concept in Brooklyn Center and it will take time to develop strong public interest in Human Rights orientated courses. BC Kaleidoscope `74 A lengthy discussion then ensued relative to BC Kaleidoscope "74. Chairman Davis commented that the Human Rights Commission -2- 1-28-74 0 should participate in the program and develop some type of handout that could be distributed to the citizens to make them aware of the Commission. Motion by Commissioner Sugimura and seconded by Commissioner Mero to have the Brooklyn Center Human Rights Commis- sion participate in BC Kaleidoscope 174. The motion passed unanimously. Chairman Davis volunteered to be respon- sible for the Human Rights Commissim program at BC Kaleidoscope 174. 0 Commissioner Attendance Commissioner Mero stated that he would like at City Council Meetings to have a schedule developed for Commis- sioners to attend City Council meetings. Next Meeting Established Chairman Davis established February 28, 1974 at 7:30 p.m. as the next meeting of the Human Rights Commission. Liaison to the Community Commissioner Mero commented that he would Education Council like to have someone else appointed to act as liaison to the Community Education Coun- cil in School District No. 286. He stated that he has served on the Council for the past year and feels that a new Commissioner should be appointed. Commissioner Tolve volunteered to be the representative from the Human Rights Com- mission to the Community Education Council. Chairman Davis thanked Commissioner Mero for his participation with the Community Education Council. 0 Adjournment Motion by Commissioner Tolve and seconded by Commissioner Martinsen to adjourn the meeting.
