COMMISSION OF THE CITY OF BROOKLYN CENTER IN
THE COUNTY OF HENNEPIN AND THE STATE OF
MINNESOTA
REGULAR SESSION
SEPTEMBER 24, 1973
CITY HALL
Call to Order The Brooklyn Center Human Rights Commission met in
regular session and was called to order by Vice Chair-
man Winkelman at 8:03 p.m.
Roll Call Vice Chairman Vvinkelman, Commissioners Niartinsen,
Weyrauch, and Hastings. Also present were Mr. James
Norwick of Community Education School District #286,
and Administrative Assistants Daniel Hartman and James
Lacina.
Approval of Minutes Motion by Commissioner Weyrauch and seconded by
of 8-27-73 Commissioner Hastings- to approve she minutes of the
August 27, ,1993 meeting. The motion passed unani-
mously..
Discussion of Human Vice Chairman Ihinkelman introduced 1Vir. James Norwick
Rights Community who commented on the Human Rights Commission's
Education Program involvement in the Community Education Program in
School District #286. He stated that he would be avail-
able to answer aray que8tions from the Commission
relative to community education.
Commissioner Davis arrived at 8:05 p.m.
Commissioner Martinsen expressed an interest in
developing a Chemical Dependency seminar. r'.
Mr. Norwick commeated that the Community Education
Program had an offering on Chemical Awareness relating
specifically to alcoholism but he felt that a Chemical
Dependency seminar with a much larger scope would
also be useful. He commented that the purpose of such
an offering would be to promote public awareness.
Commissioner Martinsen then stated that he was in the
process of contacting Eden House as a source for
developing the Chemical Dependency seminar.
Vice Chairman Vv inkelman presented his topic of retire-
ment. He indicated that such a program would be open
to individuals interested in finding out the many
activities available to the retired. Commissioner
Hastings commented that such a seminar would be useful

to in(Rviduals nearing retirement. age.
A brief discussion then ensued relative to a seminar on
the Ex-Offender and Corrective Procedures. It was the
consensus of the Comm lion that fo. lack of probable
interest these seminars ,mould be deferred.
Mr. Norwick suggested tie topic of Venereal Disease.
He stated that a serious problem exists, not just in
Brooklyn Center, but throughout the country. He also
stated that parents should be aware of the VD problem
and the solutions available. Vice Chairman Winkelman
suggested the topic as a proposal for one of the
Commission's Community Education seminars. He
appointed Commissioners Davis and Hastings to
research the topic and contact possible resource
centers.
Commissioner Weyrauch commented on the possibility
of a seminar on the alternatives to college. He noted
in a brief discussion that many adults must be retrained
two or three times during their working life span. He
also stated the importance of such a seminar for stu-
dents who are planning their future.
It was the co.sensus of the Commission that the
following courses would be o:xered on the dates pre-
scribed: January 10 - Chemical Dependency,
January 17 - Prepar:ng for Retirement, January 24 -
Clap is not Applause - The Truth About VD, and
January 31 - Alternatives to College.
Vice Chairman Winkelman then :stated that he would
like a final proposal on each seminar submitted to
Chairman Ordner by October 15, 1973. He commented
that it is the responsibility of the Commission members
to make sure the proposals are publicized.
Report on Career Commissioner Weyrauch reported on the Career
Development Seminar Development Seminar. He stated that such a program
by Commissioner would be impossible to undertake this year since
W e;yrauch extensive work has already been done on a program
by the School District. It was the consensus of the
Commission that the seminar be deferred until spring
for possible implementation during the 1974-75 school
year.
Vice Chairman Winkelman thanked Mr. Norwick for his
attendance.

Fall Social Meeting Vice Chairman 'Winkelman corf~rmed the date of
October 10, 1973 for the fall social meeting. He stated
that Chairman Ordner would be making the final
i arrangements.
Seminar on the Deaf Under other business Commissioner Davis introduced
and the Blind a memorandum sent to State Representative Ernee
McArthur from the State of Minnesota, Division of
Rehabilitative Services. He explained that a seminar
has been proposed for November 15, 1973 to discuss
services for the deaf and the blind in Brooklyn Center.
He indicated that the Lions Club was sponsoring the
seminar.
Motion by Commissioner Martinsen and seconded by
Commissioner Hastings to support a seminar dealing
with services for the deaf and the blind. The motion
passed unanimously.
Membership Status Vice Chairman Wirikelman then stated that there would
be at least two vacancies on the Commission by the
end of the year. He stated that Commissioner
Weyrauch and himself would not seek reappointment.
He commented that the commission should seek out
prospects and refer them to the Mayor.
• Adjournment Motion by Commissioner Martinsen and seconded by
Commissioner Weyrauch to adiourn the meeting. The
motion passed unanimously. The Brooklyn Center
Human Rights Commission adjourned at 9:10 p.m.
