Human Rights Commission of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
REGULAR SESSION
MAY 14, 1973
CITY HALL
Call to Order The Human Rights Commission met in regular
session and was called to order by Chairman
Ordner at 8:11 p.m.
Roll Call Chairman Ordner, Commissioners Davis, Mero,
Martinsen, and Hastings. Also present were
Councilman Bill Fignar, and Administrative
Assistant Daniel Hartman.
Approval of Minutes: Motion by Commissioner Davis and seconded by
4-16-73 Commissioner Mero to approve the minutes of
the April 16, 1973, meeting. Motion passed
unanimously.
• k3uman Services Chairman Ordner introduced Mr. Dave Lucking
Council and Mrs. Adele Silverman representing the
Human Services Council. A discussion ensued
relative to the current activities of the
Human Services Council and their relationship
to local government.
Commissioner Davis inquired as to the funding
of the Human Services Council. Mr. Lucking
stated that the Human Services Council was
operating solely on donations at this time.
Mrs. Adele.Silverman then stated that the
Human Services Council could provide a
capability in coordinating Human Service
Programs now available throughout the area.
She continued by stating that the organization
must have the support of the total area to be
successful.
Commissioner Hastings stated that the Human
Services Council was concerned with providing
services for the suburbs in mental health and
mental retardation.

Commissioner Martinsen also voiced his support
of the Human Services Council in that it would
• provide comprehensive planning for the north-
west suburbs.
Member Delores Hastings introduced the following resolution
and moved its adoption:
HUMAN RIGHTS COMMISSION RESOLUTION NO. 73-3
RESOLUTION RECOMMENDING TO THE CITY COUNCIL THAT THE CITY
OF BROOKLYN CENTER SUPPORTS THE EFFORTS OF THE HUMAN SERVICES
COUNCIL OF THE NORTRWEST SUBURBS
WHEREAS, there are services relating to mental health and
mental retardation available to the citizens from both public
and private agencies; and
WHEREAS, there is a need for coordination of facilities and
functions in the mental health area; and
WHEREAS, the Human Services Council would provide this needed
coordination for the citizens of Brooklyn Center:
• NOW, THEREFORE, BE IT RESOLVED that the Brooklyn Center Human
Rights Commission recommends to the City Council that the City of
Brooklyn Center supports the efforts of the Human Services Council
in planning comprehensive and coordinated mental health for the area.

The motion for the adoption of the foregoing resolution was duly
seconded by member John Martinsen, and upon vote being taken thereon,
the following voted in favor thereof: James Ordner, Delores
Hastings, John Martinsen, Don Davis, and Richard Mero;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
Recess The Commission recessed at 8:54 p.m. and
10 resumed at 9:22 p.m.

Community Commissioner Mero then reported on the
Education Community Education Council in School District
No. 286. A discussion ensued relative to the
role of the Brooklyn Center Human Rights
Commission in furthering the Community Educa-
tion Concept in Brooklyn Center. Commissioner
Hero stated that if the Human Rights Commissio:
was to develop a program in Community Educa-
tion, it must appeal to citizens living in
all four of the school districts.
Motion by Commissioner Hastings and seconded
by Commissioner Martinsen to hold informal
meetings of the Human Rights Commission over
the summer to develop a program in Community
Education. Motion passed unanimously.
Chairman Ordner then appointed Commissioner
Mero as chairman of the Human Rights Community
Education Study Group.
Joint Meeting of A lengthy discussion ensued relative to the
Human Rights possibility of a joint meeting of north subur-
Commissions ban Human Rights Commissions.
Motion by Commissioner Mero and seconded by
Commissioner Hastings to hold a joint meeting
in October of north suburban Human Rights
Commissions hosted by the Brooklyn Center
Human Rights Commission. Motion passed
unanimously.
Chairman Ordner appointed Commissioner Davis
as coordinator for the joint meeting.
Human Rights Commissioner Martinsen then reported on Human
Legislation Rights Legislation before the 1973 Minnesota
Before the 1973 Legislature.
State Legislature
Adjournment Motion by Commissioner Mero and seconded by
Commissioner Davis to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Human Rights Commission adjourned at
10:16 p.m.
