HomeMy WebLinkAbout1973 04-16 HRRM0 Minutes of the Proceedings of the Human Rights Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota REGULAR SESSION APRIL 16, 1973 CITY HALL Call to Order The Human Rights Commission met in regular session and was called to order by Chairman Ordner at 8:16 p.m. Doll Call Chairman Ordner, Commissioners Winkelman, Mero, Davis, and Zerban. Also present were Councilman Bill Fignar and Administrative Assistant Daniel Hartman. Approval of Minutes Motion by Commissioner Mero and seconded 3-19-73 by Commissioner Zerban to approve the minutes of the March 19, 1973, meeting. The motion passed unanimously. Hunan Services Commissioner Davis reported on the Human Council Services Council by outlining certain areas of concern relative to the organi- zation. Commissioner V%Teyrauch arrived at 8:18 p.m. Commissioner Davis continued by stating that the program seems to duplicate services already provided through other agencies in Hennepin County. He stated that it would be important to have a clear under- standing of the duties and responsibilities of the Human Services Council before the Human Rights Commission recommended it to the City Council. -1- 4-16-73 Commissioner Davis also stated his concern to a source of funding for the Duman Services Council. He then commented on thy relationship between the Human Services Council and Hennepin County now that the county had a branch office in Brooklyn Park. Commissioner Davis concluded his report by stating that for the Human Righ-ICs Commission to endorse the Human Services Council with- out understanding the overall picture would be premature at this time. Commissioner Winkelman then stated that the decentralization of Hennepin County service: seems inconsistent with the need for a Human Services Council. Commissioner Weyrauch commented that sinca federal funds were no longer available, a referral service to make use of profes- sional staffs available should be developed. Mrs. Sylvia Willard, representing the Human Services Council then stated that the Counci'l would like to work closely with Hennepin • County. It was the consensus of the Human Rights Commission that a recommendation to the City Council in support of the Human Services Council be deferred to allow for further study in to the relationship between the Human Services Council and Hennepin County. Recess The Commission recessed at 9:23 p.m. and resumed at 9:40 p.m. Executive Committee Chairman orderer established an executive Concept committee made up of the Chairman, Vice- Chairman, and one member of the Commission chosen at large. He appointed Commissioner Weyrauch as the Commissioner at Large to the Executive Committee. • -2- 4-16-74 • w Community Education Chairman Ordner also appointed Commissioner Concept Mero to be the official representative of the Human Rights Commission to the Community Education Council in School District No. 286. Employment Practice Commissioner Veyrauch then thanked Councilman For 236 Project Fignar and the City Manager for their in- vestigation into equal-employment require- ments pertaining to the high rise No. 236 project south of City Hall. Buff Cuts in State Commissioner Davis then distributed a short dental Hospitals report from Commissioner Hastings dealing with the reduction in professional staff at the state mental hospitals. Adjournment Motion by Commissioner Winkelman and seconded by Commissioner Davis to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Human Rights Commission adjourned at 10:20 p.m. 0 Chairman 0 -3- 4-16-73 0 Member introduced the following resolution and moved its adoption: HUMAN RIGHTS COMMISSION RESOLUTION NO. RESOLUTION RECOMMENDING TO THE CITY COUNCIL THAT THE CITY OF BROOKLYN CENTER SUPPORT THE HUMAN SERVICES COUNCIL OF THE NORTHWEST SUBURBS WHEREAS, there are services relating to mental health and mental retardation available to the citizens from both public and private agencies; and WHEREAS, there is a need for coordination of facilities and functions in the mental health area; and WHEREAS, the Human Services Council would provide this needed coordination for the citizens of Brooklyn Center: NOW, THEREFORE, BE IT RESOLVED that the Brooklyn Center • Human Rights Commission recommends to the City Council that the City of Brooklyn Center supports the Human,Services Council of the northwest suburbs in planning comprehensive and coordinate mental health for Brooklyn Center. Date Secretary Chairman The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted.
