JANUARY 15, 1973 CITY HALL Call to Order- The Human Rights Commission met in regular session and was called to order by Chairman Ordner at 8:10 p.m. Roll Call- Chairman Ordner, Commissioners Zerban, Hastings, Martinson, Mero and Meyer. Also present were Mayor Philip Cohen, Councilman Bill Fignar, vouncilman Tony Kuefler, and Administrative Assistant Daniel Hartman. Approval of Minutes Motion by Commissioner Hastings anC October 10, 1972 seconded by Commissioner Zer_ban to approve the minutes of the October 10, 1972, meeting. The motion passed unanimously. • Chairman Ordner introduced Mayor Philip Cohen. Mayor Cohen discussed the Metro- politan Council proposal for the establish- ment of a metropolitan-wide Housing and Redevelopment Authority. Commissioner Winkelman arrived at 84,15 p.m. Mayor Cohen continued by stating that a metropolitan-wide Housing and Redevelopment Authority would help the local units of government in that such a proposal would provide a staff at the regional level for the local municipalities to draw from. Mayor Cohen stated that he felt the proposal would be good for Brooklyn Center with the levy limitations placed on local government. Mayor Cohen then introduced Mr. Wayne Cox who presented the advantages of a Metropolitan Housing and Redevelopment Authority. -1- 1-15-73 Mr. Cox stated that housing costs in the metropolitan area have reached such a point that many families in the low to moderate income brackets cannot afford to buy any type of housing. Mr. Cox also stated that around 100% of housing in the metropolitan area is sub:- standard and should not be inhabited. He commented that the need in many developed suburbs is in preventing the deterioration of housing. He commented that there is a need for planning and expertise in housing that can be provided at the metropolitan level with- out loss of control by the local communities. Mr. Cox stated that there are three alter- natives to choose from: 1. Create a local housing and redevelopment authority; 2. Have a local housing and redevelopment authority with affiliation with a metropolitan housing and redevelopment authority; and 3. The use of a metropolitan housing and redevelopment authority exclusively. Mr. Cox canclused by stating that a metropolitan wide Housing and Redevelopment Authority would have advantages over a local Housing and Redevelopment Authority in that: 1. A greater amount of expertise can be realized at the regional level; 2. Citizen planning of a housing program would still remain at the local level; -2- 1--15-73 3. Eligibility to receive federal housing funds would be realized; and 4. There would be an opportunity for better low cost housing in the total metropolitan area. Draft Resolution in Support of a Metro.- politan Housing and Redevelopment Authority • Mayor Cohen then stated that a Metropolitan Housing and Redevelopment Authority would provide a great amount of flexibility at the local level in fulfilling the federal requirement needed for a ppblic housing program. The Commission recessed at 9:28 p.m. and resumed at 9:46 pam. It was the consensus of the Human Rights Commission that the secretary draft a resolution to be presented at the next meeting recommending to the City Council that the City of Brooklyn Center actively support the concept of a metropolitan-wide Housing and Redevelopment Authority. Commission expressed Chairman Ordner then thanked Mrs. Paula thanks to Mrs. Paula Meyer for her services in lieu of tendering Meyer for her service her resignation to the Human Rights to the Human Rights Commission. Commission Minnesota Welfare Commissioner Hastings volunteered to attend Conference the Minnesota Welfare Conference as a representative of the Brooklyn Center Human Rights Commission. Adjournment Motion by Commissioner Zerban and seconded by Commissioner Meyer to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Human Rights commission adjourned at 10:34 p.m. Chairman -3- 1-15-73
