COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
MAY 16, 1979

CALL TO ORDER
The Brooklyn Center Human Rights Commission met in regular session and was called
to order by Chairman Weyrauch at 7:40 p.m.
ROLL CALL
Chairman Weyrauch, Commissioners Johnson and Kuhar. Also present was Council-
member Gene Lhotka and Administrative Assistant Mary Harty.
Chairman Weyrauch noted Commissioner Miller was not present and had been excused,
Chairman Weyrauch noted he had not received notification as to why Commissioners
Lemke, Toive and Campion were not in attendance at the meeting.
Chairman Weyrauch noted there was not a quorum at the meeting. Commission members
present informally discussed several agenda items. No formal action was taken.
Chairman Weyrauch noted he had received a letter from Mr. Jim Norwick, Brooklyn
Center High School, thanking the Human Rights Commission for their contribution to
Kaleidoscope.
Chairman Weyrauch noted a letter had been received from the State Human Rights
Commission concerning the annual meeting of the State Human Rights Commission.
Chairman Weyrauch briefly reviewed a history of why the City of Brooklyn Center
has not signed a memorandum of agreement with the State Human Rights Commission.
HANDICAPPED ACCESSIBILITY BOOKLET
Administrative Assistant Mary Harty explained a draft of the handicapped access-
ibility booklet had been prepared and was ready to be proofread. Chairman Weyrauch
noted a decision had been made to produce the booklet in the 8~j x 11 format. It
can be xeroxed by the City and a cover can be prepared. Administrative Assistant
Mary Harty stated a few things were left to be completed in the booklet. An intro-
duction, a table of contents, information for the final pages and proofreading were
-yet- to b completed. In earlier Human Rights Commission meetings, Commissioners
Lemke and Castle had indicated an interest in preparing an introduction. Adminis-
trative Assistant Mary Harty commented she would contact Commissioner Lemke and
determine whether or not Commissioner Lemke was going to prepare the introduction.
It was decided the table of contents would be a listing of what was included in
the booklet and would not be a difficult task to accomplish. It was decided the
final pages would be taken verbatim from the earlier booklet. Chairman Weyrauch
stated he would be willing to call the places listed in the final pages to verify
that information. Chairman Weyrauch and Commissioner Kuhar would do the proofread-
ing of the draft. It was suggested a phone number for the Brooklyn Center City
offices should be added to the booklet.
Commissioner Kuhar stated she would call Northwestern Bell and verify whether or
not they had drive-up telephones.

A discussion ensued as to whether or not the Commission wished to include pictures
in the booklet. It was noted Commissioner Campion had taken pictures for.the booklet.
Chairman Weyrauch stated he would attempt to get in touch with Commissioner Campion
about the pictures..
It was suggested information should be included in the booklet as to when the Human
Rights Commission meetings are held and who the Commission members are.
REVIEW OF A REQUEST TO THE CITY COUNCIL CONCERNING HANDICAPPED PARKING
The Commission briefly discussed a request made to the City Council concerning handi-
capped parking. It was the consensus of the Commission-members present that many of
the items were governed by State statute, and changes could only be made through
legislation. Commission members present commented that the Commission's role was
one of,encouragement more than of enforcement. A suggestion was made to prepare a
letter which would encourage businesses within Brooklyn Center to accommodate handi-
capped with adequate parking and adequate facilities inside of the building. It was
also suggested that a possible vehicle for dissemination of this information would
be the Chamber of Commerce.

COMPREHENSIVE PLAN REVIEW
Administrative Assistant Mary Harty called the Human Rights Commission's attention
to documents which had been received concerning the Comprehensive Plan review. She
explained a public hearing was being held on May 24, 1979, and members of the City's
advisory commissions, neighborhood advisory groups and any other interested citizens
were encouraged to review the documents and provide input at the public hearing.
DISCUSSION ON ACTIVITIES FOR 1979
Chairman Weyrauch noted his disappointment that a quorum was not present. He stated
it was imperative that a decision be made on activities for 1979 but no decision can
be made until a quorum is present at the Human Rights Commission meeting. Commis
sioners present briefly discussed activities for 1979.
ADJOURNMENT
The Human Rights Commission meeting was adjourned at 9:00 p.m.
