RIGHTS COMMISSION FOR THE CITY OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
NOVEMBER 17, 1976

Call to Order The Brooklyn Center Human Rights Commission met in
regular session and was called to order by Chairman
Weyrauch at 7:34 p.m.
Roll Call Chairman Weyrauch, Commissioners Tolve, Campion,
Kathy Miller, and Michael Miller. Also present were
Councilman Robert Jensen and Administrative Assistants
Ron Warren and Leon Beasley.
Approval of Minutes The approval of the October 20, 1976 minutes was
10-20-76 deferred until the next meeting.
Affirmative- The first item on the agenda was introduced by Chair-
Action Plan man Weyrauch. He stated that he was assured that
the City of Brooklyn Center practices affirmative action
and equal opportunity. He stated that he had earlier
met with Ron Warren, the City Manager, and the Mayor
and discussed the topic of affirmative action. From
that meeting, he stated, he is firmly convinced that
affirmative action is understood by every department
head in the City. He further stated that although the
City does not have a formal step by step affirmative
action program plan, an informal program is instituted
through an informal communications network such as
memos through the Manager's office.
Chairman Weyrauch next introduced Mayor Cohen to
the Commission. The Mayor expressed appreciation
in being accorded the opportunity to address the Com-
mission. Mayor Cohen stated that the City of Brooklyn
Center is doing what is considered proper in its effort
in hiring and promoting City employees. The Mayor
further stated that a written statement is not warranted,
because the City of Brooklyn Center does indeed practice
affirmative action.
Councilman Jensen stated that the key to any affirmative
action or equal opportunity plan is to hit a cross-section
for representation.

A brief discussion ensued relative to affirmative action
and equal opportunity.
The Chairman introduced the next item of business on
the agenda, that of a name change for the Commission.
He stated that he would like to see the Commission
change its name because the name "Human Rights"
is antiquated.
Mayor Cohen gave a short presentation on the role of
the Commission. He stated that he felt the name
"Human Resources" would be more appropriate for
the Commission. He further suggested that the Com-
mission should broaden its base of.activity.
Commissioner Campion inquired if the Commission
had any investigative powers to investigate complaints.
Mayor Cohen stated that the Commission's role is
solely one of advisory and in being so designated it
has no investigative power.
Motion by Commissioner Kathy Miller, seconded by
Commissioner Michael Miller to adjourn the meeting.
The motion passed unanimously. The Brooklyn Center
Human Rights Commission adjourned at 9:03 p.m.
