REGULAR SESSION
JANUARY 11, 1984

CALL TO ORDER
The Brooklyn Center Human Rights Commission met in regular session
and was called to order by Chairperson Kuhar at 7:30 p.m.
ROLL CALL
Chairperson Kuhar, Commissioners Lemke, Mayleben, Trautwein, Rabine
and Kieselhorst. Also present were Councilmember Gene Lhotka, Mayor
Dean Nyquist and Administrative Assistant Tom Bublitz.
APPROVAL OF MINUTES - October 12, 1983, November 10, 1983
There was a motion by Commissioner Mayleben and seconded by Commissioner
Trautwein to approve the minutes of the October 12, 1983 meeting of
the Human Rights Commission as submitted. The motion passed.
There was a motion by Commissioner Mayleben and seconded by Commissioner
Trautwein to approve the minutes of the November 10, 1983 meeting of
the Human Rights Commission as submitted. The motion passed.
Chairperson Kuhar welcomed Mrs. Rosemary Kieselhorst as a member of
the Human Rights Commission. Mrs. Kieselhorst explained that she was
a former member of the Jaycees and is currently a member of the Citizens
for Better Government in Brooklyn Center.
Chairperson, Kuhar also welcomed Diane Swanson, a guest at this evenings
meeting. Ms. Swanson explained that she works at Medtronics in Brooklyn
Center and is a member of the Brooklyn Center Chamber of Commerce.
COMMISSION PROJECTS FOR 1984
Chairperson Kuhar reviewed the Commission's work on the Domestic Assault
Intervention brochure and noted that Brooklyn Center has the only active
program of this type in the northwest suburban area.
Chairperson Kuhar called upon Commissioner Rabine to review some of
the features of the Domestic Assault Intervention Project. Commissioner
Rabine noted that there is an ongoing need for Women's support groups
in the area, also jail visitors and a need for a support group for
batterers. She noted that the project personnel would train all volun-
teers and that the work of the project is conducted on a completely
volunteer basis.
Chairperson Kuhar then suggested that the Commission should discuss
the distribution of the Domestic Assault Intervention Project brochure.
After discussion the Commission agreed that the best way to distribute
the brochure would be through the City Manager's Newsletter. The Commis-
sion requested that Administrative Assistant Bublitz. pursue this method
of distribution.

Commisioner Mayleben noted that the Commission had, in the past, dis-
cussed the possibility of putting together some kind of poster regarding
the Domestic Assault Intervention Project. He. suggested that this
could possibly be pursued through the schools. Councilmember Lhotka
suggested contacting the schools before any efforts are expended on
a poster. Chairperson Kuhar suggested looking at the use of High School
students to prepare a poster. Mayor Nyquist suggested the possibility
of having a poster contest similiar to that which was done for the
logo for the Brooklyn Center Mediation Project. Councilmember Lhotka
stated that he would contact Superintendent Doug Rossi in the Brooklyn
Center School District regarding the possibility of High School art
classes doing a poster.
NORTHWEST HENNEPIN HUMAN SERVICES COUNCIL TELEPHONE SURVEY
Administrative Assistant Bublitz noted that the Northwest Hennepin
Human Service Council is planning to conduct a telephone survey in
the northwest suburban area to assess peoples opinions on human service
needs in the area. He noted that the Council is looking for volunteer
assistance in this project and that this might be an appropriate project
for the Human Rights Commission to peruse. Commissioner Kieselhorst
suggested that perhaps the Jaycees would be willing to assist on the
project and that she would be willing to pursue this with them.
After discussion of the project by the Commission there was a motion
by Commissioner Rabine and seconded by Commissioner Trautwein to assist
the Northwest Hennepin Human Services Council with their telephone
survey project. The motion passed unanimously.
DISCUSSION OF FUTURE COMMISSION PROJECTS
Commissioner Lemke stated that she would like the Commission to address
the issue of Child Abuse in a future project. She noted the course
being taught by Doctor Tenbensel at the University of Minnesota on
educational television. She then reviewed the City of Blaine Police
Department's involvement with child abuse and other youth related issues.
She noted that Blaine has two liaison officers who do 900 of their
work in the schools. She added that the officers are there to address,
among other things, assault and neglect problems and the awareness
problem in the Community. She suggested that the Commission could
invite a speaker on the topic of child abuse at a future Commission
meeting. Commission members agreed that the Commission should begin
their review of the child abuse issue by becoming informed through
speakers invited to Commission meetings. Commissioner Lemke stated
that she would try to contact either Doctor Tim Bensel or another speaker
in the area of child abuse for the March meeting.
REVIEW OF PAST COMMISSION PROJECTS
For the benefit of Commissioner Kieselhorst and guest present Chairperson
Kuhar reviewed the Commission's past involvement in the issues of Handi-
cap Accessibility in the 504 sutdy and also checmical dependency.
Councilmember Lhotka invited Commissioner Kieselhorst to bring to the
Commission's attention any needs she feels ought to be addressed by the
Commission.

Commissioner Trautwein commented that in review of the Commission's
involvement in the Domestic Assault Intervention Project he felt that
the Commission should not apologize for proceeding slowly on the project
but that he is pleased at where the Commission is at with the culmination
of the printing of the brochure.
ADJOURNMENT
There was a motion by Commissioner Mayleben and seconded by Commissioner
Trautwein to adjourn the meeting. The motion passed unanimously and
the Brooklyn Center Human Rights Commission.adjourned at 9:25 p.m.
