Qualifications of Inspectors - The Inspector of buildings shall be a prat, tical builder, or one who has been engaged_ in active duties of his occupation. Precautions in Behalf of Public Safety Section 2: It "shall be the duty of the Inspector -of Buildings; when any citizen rep: resents;. or .whenever it may in any other' manner - come to his knowledge, that ashes or combustible materials are - kept in • any Place in the village in an insecure manner "; or that the doors, stairways, corridors, exitR4 or fire - escapes in any factory or work shop or Place of employment, amusement, instruc - " tion or habitation are insufficient for the es- cape of employes or other Persons in such buildings -in case of fire, panic, or accident Or . No p rmit shall be required for the con- , struction, alteration or repair of buildings owned by the United States or the State of Minnesota. Permits shall not be required for repairs or alterations to any building, the'eost of which will not exceed fifty dol- lars ($50.00), but such repairs or alters- tions, for which permits are not required shall not be considered to include the chang- ing of any of the structural Parts of ,any building or the alteration, removal or clos- ing of any .stairway or exit, or altering of any chimney or heating Plant. Salaries f Section 6. —The Village Council shall, in all cases fix the salary of the Inspector of Buildings, asistants, clerks -and employes. Part 5 i EXCAVATIONS AND FOUNDATIONS Excavations shall ben 11. —All excavations for buildings Properly guarded and protected by the person, persons or corporations - causing the same to be made, so as to prevent the same from .becoming dangerous to life' or limb, and shall be sheath -piled where it may be necessary to prevent the adjoining soil from caving in by reason of its own weight, or by reason of any load that may rest upon it. Any persons excavating for or commenc- Ing any foundation for any building shall fully protect any adjoining land or building, 1 or ,the walls thereof, so that it shall remain 'as stable as before excavation was com- menced. Section 12. —That no person or persons; firm or corporation shall erect or construct any building or buildings which shall be any closer than twenty feet from the street, road or highway in the Village of Brooklyn Cen- ter. Section 13. —The village council of the Village of Brooklyn Center do ordain as follows: No person shall hereafter establish or maintain any tannery, dye house, boiler shop, rendering' house, storehouse for oil or Powder, foundry, glue facto, soap house, - storehouses for hides pole yards, creosoting Plants, without first securing and. obtaining a permit to establish said business from the village council. Section 14. —Any person violating the pro- visions of this ordinance, on conviction thereof shall be punished by a fine of not more than one hundred dollars ($100.00) for every offense; or in dgfault of the payment of said fine, may be imprisoned for each fine, not exceeding ninety days.
