HomeMy WebLinkAbout1983 01-12 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 12, 1983 CITY HALL CALL TO ORDER The Brooklyn Center Human Rights Commission met in regular session and was called to order by Chairperson Kuhar at 8-10 p.m. ROLL CALL Chairperson Kuhar, Commissioners Lemke, Mayleben, Trautwein and Rabine. Also present were Councilmember Gene Lhotka and Administrative Assistant Tom Bublitz. Chairperson Kuhar noted that Commissioner Yencho was absent from this evenings meeting and was excused. She also noted that Commissioner Paulos was absent from this evenings meeting. APPROVAL OF MINUTES: - SEPTEMBER 15, 1982 and NOVEMBER 10, 1982 A motion was made by Commissioner Mayleben and seconded by Commissioner Lemke to approve the minutes of the September 1, 1982 and November 10, 1982 Human Rights Commission meeting as submitted. Upon a vote being taken on the motion, Commission members present at the respective meetings voted to approve the minutes as submitted. REPORT ON BROOKLYN CENTER, BROOKLYN PARK, CRYSTAL FAMILY VIOLENCE TASK FORCE Commissioner Trautwein reported on the meeting of the Brooklyn Center, Brooklyn Park and Crystal Tri-City Task Forceon Family Violence. He explained that he had attended the meeting of the task force and observed that, in his opinion, it was difficult to determine what the purpose of the group was. He explained the meeting he attended was a brainstorming session. Chairperson Kuhar inquired whether the Brooklyn Center project has any involvement with the Tri-City group. Commissioner Rabine responded by stating that there is some involvement but the Brooklyn Center project is proceeding much faster than the Tri-City group. Councilmember Lhotka commented that he believes the task force meeting should still be attended by a representative of the Brooklyn Center Human Rights Commission. Commissioner Rabine stated that the Brooklyn Center project is proceeding quite well and may serve as the model to assist other projects in the area. Chairperson Kuhar requested that Commissioner Trautwein attend the Tri-City Task Force meetings and1 coordinate with Administrative Assistant Bublitz. REPORT ON BROOKLYN CENTER INTERVENTION PROJECT Commissioner Rabine reported on the Task Force meeting held_.on January 6, 1983 and explained that several community groups were involved in the meeting including representatives from the Police Department, Hennepin County Probation Offices, hospital emergency coordinators and advocates. She added that a future goal of the task force was to involve the criminal justice system in the project. 1-12-83 -1- Commissioner Rabine stated that she has pursued the community education aspect of the project which could include involvement of schools, day care centers, counselors and churches. An example of this involvement would be information on battered women projects which would be included in the church bulletin. She added that the number one goal of this area of the project was community awareness. Commissioner Rabine explained that, as part of the community education aspect she has met with student councils in the area. Commissioner Rabine explained that one of the segments of the project which was not in place yet was the male advocates. Councilmember Lhotka commented that training would be provided to train male advocates and that the sessions would be approximately three hours in length and would include such things as role playing. He added that one possible role for the Human Rights Commission would be to serve as a support for the program and as a sounding-board which would provide feedback and assistance for problems encountered in the program. Commissioner Trautwein stated that he believes the role of the Human Rights Commission with regard to the project should be clarified. Commissioner Rabine pointed out that Anne Marshall's funding for her segment of the project would be provided by the sponsors of the Duluth project. The Duluth project was discussed in detail at the January 6, 1983 task force meeting and Commission members proceeded to discuss the features of the Duluth project and how it would relate to Brooklyn Center"s situation. Commissioner Rabine stated that she would also like to involve the Northwest Mental Health Center in the project in Brooklyn Center. After continued discussion of the Human Rights Commissions role with regard to the intervention project in Brooklyn Center., it was decided that Administrative Assistant Bublitz would research Anne Marshall's involvement with the Police Department and attempt to clarify her role with that organization and report to the Commission. Councilmember lhotka stated that he would like to see Anne Marshall's relationship to the City clarified and also the entire project's relationship to the City. Commissioner Trautwein added that he would like toclarify specifically the role of the Human Rights Commission with regard to the project. Chairperson Kuhar suggested that an item for the March Human Rights Commission would be to clarify the commission's role with regard to the project. REPORT ON CHAMBER OF COMMERCE MEETING Commissioner Trautwein reported to.Commission members that he attended the December 1, 1982 Chamber Task Force meeting. He explained the task force was being funded through a grant from the State Office of Volunteer Services. He explained. that the first step in the program was an assessment of community needs and that family violence was included as a priority. Councilmember Lhotka commented that perhaps the project could be linked to the intervention project in some ways, such as a curriculum study in the schools or perhaps to study how role models are developed. Administrative Assistant Bublitz reported on the pilot program which will be offered through the Minnesota office on Volunteer Services in conjunction with the Northwest Hennepin Human Services Council and School District #281. He explained the program will be a one, day seminar on February 10th which will focus on Public/Private Partnerships. 0 1-12-83 - -2- Discussion continued among Commission members concerning the Chamber Task Force. Commissioner Trautwein stated that perhpas the Commission could explore other projects related to and complimenting the Chamber Task Force°project. Councilmember Lhotka suggested that, perhaps a community education approach..to the family violence ! issue could be pursued. Commissioner Trautwein stated that he would attend the Chamber meeting on January 19th and relay the Human Rights Commission interests in assisting and augmenting the Brooklyn Center Chamber Task Force. ADJOURNMENT There was a motion by Commissioner Mayleben and seconded-,by-Commissioner Lemke to adjourn the meeting. The motion passed unanimously.
