REGULAR SESSION

CALL TO ORDER
The Brooklyn Center Human Rights Commission met in regular session and was called
to order by Vice-Chairperson Reichgott at 7;30 p.m.
ROLL CALL
Vice-Chairperson Reichgott, Commissioners Lemke, Mayleben, Paulos, and Rabine.
Also present was Administrative Assistant Tom Bublitz.
Vice-Chairperson Reichgott noted that Chairperson Kuhar and Commissioner..Trautyrein
were absent from this evenings meeting and were excused. She also noted that
.Commissioner Yencho was absent from this evenings meeting and was unexcused.
Councilmember Lhotka was also absent from this evenings meeting.
REVIEW OF HANDICAP ACCESSIBILITY SURVEY
Vice-Chairperson Reichgott opened the.meeting for the purpose of discussion on
the survey. Administrative Assistant Bublitz noted that the final draft of the
survey has been prepared and he proceeded to review the survey for Commission
members. He explained that some recommendations in the survey are already being
implemented and include the handicap access to the Civic Center and improved
signing in and around the City Hall and Civic Center complex.
After discussion of the survey by the Commission there was a motion by Commissioner
Lemke and seconded by Commissioner Mayleben to accept the Handicap Accessibility
Survey and recommend that the survey be forwarded to the City Council. The motion
passed unanimously.
COMMISSION SUBCOMMITTEES
Administrative Assistant Bublitz explained that Chairperson Kuhar had formed
Commission subcommittees on program and employment accessibility at the February
Commission meeting. He explained that the purpose of the subcommittees was to
formulate a statement and recommendation on program and employment accessibility
which could be included in the Handicap Accessibility Survey.
Vice-Chairperson Reichgott noted that Commissioner Paulos had not been appointed
to one of the subcommittees and recommended his appointment to the program
accessibility committee. She also suggested that the subcommittees meet prior
to the next full Commission meeting. She suggested April 14th as a meeting date
for the subcommittees. The Commissioners agreed that the subcommittees would meet
on April 14 to workout their respective reports.
FUTURE COMMISSION PROJECTS
Vice-Chairperson Reichgott stated that she had recently attended a-seminar at the
General Mills offices where Mr. James Shannon of the General Mills Foundation,
spoke on the subject of private sector involvement in Human Services. She explained
that this meeting was the kick-off to the formation of task forces to address
Human Services problems which have become more acute in light of current budget
cut backs. Vice-Chairperson Reichgott opened the meeting for Commission discussion
and suggestions for future projects.

Commissioner Mayleben suggested that child abuse may be a topic that the Commission
could investigate. Commissioner Lemke stated that she would support the Commissions
involvement in this area and in any way the Human Rights Commission could become
involved. Vice-Chairperson Reichgott stated that one way the Commission might
become involved is to make persons aware of the current laws regarding abuse, one
of which she noted was the Domestic Abuse Act which was designed to protect women
who are being-abused'in the home. Commissioner Rabine questioned Commission
members regarding which would be the best way to inform people of this problem.
Vice-Chairperson Reichgott suggested that one possible approach would be that which
was used in the Drug Resource Directory prepared by the Commission. Discussion
continued among Commission members regarding child abuse and family violence issues.
Vice-Chairperson Reichgott commented that the family violence task force working
in the Northwest Suburbs is an excellent resource group and she suggested inviting
a speaker on family violence for the May meeting.
ADJOURNMENT
There was a motion by Commissioner Mayleben and seconded by Commissioner Lemke-
to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Human
Rights Commission adjourned at 9:00 p.m. ,
