Adjournment: 9:30 p.m. 0 • MINUTES- OF THE PROCEEDINGS OF THE HUMAN RIGHTS COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION MARCH 11, 1981 CITY HALL CALL TO ORDER: The Brooklyn Center Human Rights Commission met in regular session and was called to order by Vice Chairperson Reichgott at 7:45 p.m. ROLL CALL Vice Chairperson Reichgott, Commissioners Lemke, Stacy, Paulos, and Yencho. Also present were Councilmember Gene Lhotka and Administrative Assistant Tom Bublitz. Vice Chairperson Reichgott noted that Commissioners Mayleben and Trautwein would be absent from this evenings meeting and were excused and that Commissioner Coop was absent from this evenings meeting and was not excused. APPROVAL OF MINUTES - 12-9-80 and 1-14-81 There was a motion by Commissioner Lemke and seconded by Commissioner Stacy to approve the minutes of the December 9,'1980 Human Rights Commission meeting as submitted. The motion passed. • There was a motion by Commissioner Stacy and seconded by Commissioner Paulos to approve the minutes of the January 14, 1981 Human Rights Commission meeting as submitted. The motion passed. Chairperson Kuhar arrived at 7:50 p.m. GUEST SPEAKER: CITY MANAGER City Manager Gerald Splinter stated that he was happy to be able to address the Commission this evening and that he had been visiting with all the various City Commissions to introduce himself to new Commission members and to familiarize the Commissions with current activities in the City. He reviewed for Commission members the current construction occuring in the City including the Highway I-94 project which he noted could be finished as early as 1981. He also reviewed the Shingle Creek Parkway reconstruction project, Central Park development including the trail system, general park development including improvements in neighborhood parks. He also discussed the future of Cable TV in Brooklyn Center noting that*the Northwest Suburbs Cable Communications Commission is proceeding with the franchising process and that cable television should be available within the next year and one- half in Brooklyn Center. He also reviewed the general commercial develop- ment occuring within the City noting that the transportation system improve- ments with I-94 have made Brooklyn Center an even more attractive area for commercial development. In addition to the 1-94 project the City Manager -informed Commission members of the proposed crosstown 610 highway which • is in the feasibility stage at this point explaining that an EIS statement is required for the project and that actual construction is at least 5-7 years in the future. 3-11-81 -1- Chairperson Kuhar inquired about handicapped accessibility related to the park development occuring in the City. The City Manager explained that handicapped accessibility has been considered in park design in such things • as grades, pedestrian bridges, and trails. Chairperson Kuhar inquired if any of the Commission members had any additional. questions for the City Manager, there being none, she thanked the City Manager for taking the-time to speak to the Commission tonight on current-eventss within the City. STAFF REPORT ON 504 PROGRAM Administrative Assistant Bublitz explained that he had been meeting with prospective consultants for the development of the 504 program and believes that of the consultants interviewed there are people available with the required expertise to successfully develop the physical accessibility portion of the 504 program. He explained that with the aid of the consultant on the physical accessibility area the Commission could concentrate on other accessibility areas such as program accessibility. He noted the next step in the process would be to develop a Request For Proposal and that he hoped he and Commissioner Paulos could have this ready for commission review at the next meeting. CHEMICAL DEPENDENCY RESOURCE DIRECTORY Administrative Assistant Bublitz noted that a draft of the directory has been distributed to Commission members and that he would appreciate their assistance in proofing the directory before it goes to the printer. Chairperson Kuhar informed Commission members that Northern'States Power • would be printing the CD Directory free of charge and that it would be ready in time for distribution at Kaleidoscope. ' KALEIDOSCOPE 1981 Chairperson Kuhar noted that Kaleidoscope was scheduled for the first Sunday in April and opened up the meeting for suggestions from Commissioners on a program for Kaleidoscope. Commissioner Reichgott suggested using a video tape recorder and showing tapes on chemical dependency and other areas related to commission concerns. Commissioner Yencho noted he had access to a VTR unit. Commissioner Reichgott stated she would also check on the availability of a VTR from Northern Cable- vision and Commissioner Lemke stated that she would check on handicapped information available from the state which could be used by the Commission at Kaleidoscope. Chairperson Kuhar suggested using posters covering various Commission projects including Chemical Dependency, 504 program and the International Year of Disabled Persons. After discussion by Commission members it was decided that the Commissioners would meet at 2:00 p.m. on Saturday April 4 to set up for Kaleidoscope. In addition various times were assigned to Commission members to work the booth on Sunday. The scheduled times were as follows: 11:00 - 1:00 Commissioner Reichgott 12:00 - 1:00 Chairperson Kuhar 1:00 - 2:00 • Commissioners Trautwein and Coop 2:00 - 3:00 Commissioner Stacy 3:00 - 4:00 Commissioner Mayleben 4:00 - 5:00 Commissioner Paulos 3-11-81 -2- ADJOURNMENT There was a motion by Commissioner Stacy and seconded by Commissioner • Reichgott to adjourn the meeting.
