HomeMy WebLinkAbout1981 01-14 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA 0 REGULAR SESSION JANUARY 14, 1981 CITY HALL CALL TO ORDER The Brooklyn Center Human Rights Commission met in regular session and was called to order by Chairperson Kuhar at 7:50 p.m. ROLL CALL Chairperson Kuhar, Commissioners Lemke, Stacy, Mayleben, Paulos, Yencho, Coop, and Trautwein. Also present were Councilmember Gene Lhotka and Administrative Assistant Tom Bublitz. APPROVAL OF MINUTES - 12-9-80 Chairperson Kuhar noted that the minutes had been handed out at this evenings meeting and in order to give the Commissioners a chance to review the minutes she would defer their approval until the February meeting. DISCUSSION ITEM: CD SEMINAR AND DIRECTORY Chairperson Kuhar noted the arrangements for the speakers had been made for the Chemical Dependency seminar to be held on January 31 and she believed that Com- mission members could divide up the names of the individuals invited to the seminar and follow-up with phone calls. Commissioner Yencho noted, brochures had been sent to the speakers so that they could be aware of the agenda. He added, he believes a moderator is needed for the program to facilitate the seminar. Chairperson Kuhar said she would be willing to give the welcome to all the guests at the seminar and Commissioner Yencho stated he would volunteer to handle the moderation of the program. Commissioner Reichgott arrived at 8:00 p.m. Commissioner Trautwein suggested having name tags for all the participants and that he would offer to handle the registration desk at the seminar. STAFF REPORT ON 504 PROGRAM Chairperson Kuhar requested Administrative Assistant Bublitz to report to the Commission on the current status of the 504 Program. Administrative Assistant Bublitz stated that the first part of the 504 Program would concentrate on a self evaluation of the physical facilities of the City and that he would recom- mend using a consultant for this purpose. He added, the Community Development Advisory Committee had set aside $8,000 for the purpose of using a consultant to assess the physical facilities of the City. By using a consultant he noted, especially one with architectural skills, the consultant could present the City with a series of recommendations regarding the City's physical facilities along with design recommendations and cost estimates for the redesign of City buildings and facilities, including the Parks. 1-14-81 -1- Chairperson Kuhar suggested the formation of a subcommittee to deal with the three major areas of 504, those being physical facilities, program access, and employment. There was a general discussion among Commission members regarding Chairperson Kuhar's recommendation for a subcommittee and Administrative Assis- tant Bublitz's recommendations regarding the use of a consultant. There was a general consensus among Commission members to support the idea of using a consultant to evaluate the physical facilities of the City and there was a motion by Commissioner Trautwein and seconded by Commissioner Mayleben to support Administrative Assistant Bublitz's recommendations regarding the use of a consultant to assess the City's physical facilities with regard to 504 re- quirements. The motion passed unanimously. Administrative Assistant Bublitz stated he would return with a preliminary report on the search for a consultant at the March meeting. KALEIDOSCOPE 1981 Chairperson Kuhar noted that the 1981 Kaleidoscope will be held on April 5 and that the Commission will be participating in the program. Commissioner Reichgott reported on the last Kaleidoscope the Commission participated in to familarize Commission members with the procedure involved. Chairperson Kuhar suggested staying with the Chemical Dependency theme as part of the Kaleidoscope presen- tation. Councilmember Lhotka suggested that the Commission also attempt to acquaint people with the Brooklyn Center Human Rights Commission, its various duties and activities. Chairperson Kuhar stated that if possible, she would like to use a film or slide presentation for the Commissions program. Commissioner Yencho noted that Metro Drug Awareness has films available for use free o charge which would be pertinent to the Chemical Dependency portion of the program. After some discussion of the Commissions plans for Kaleidoscope, Chairperson Kuhar summarized the three major areas with which the Commission would be concerned, those being Chemical Dependency, the general nature of the Human Rights Commission and the 504 Program. There was a motion by Commissioner Reichgott and seconded by Commissioner Trautwein to set aside the February meeting to organize for Kaleidoscope. The motion'passed unanimously. COMMISSION REPORT ON IYDP Chairperson Kuhar requested Commissioner Lemke to report on the current activities of the International Year of Disabled Persons (IYDP) in Minnesota. Commissioner Lemke reported that the IYDP coalition leadership conference was held in the Governor's mansion and approximately 150 people attended and Governor Quie read a declaration for IYDP 1981 in Minnesota. She added, January is designated as a legislative month where concentration will be given to legislation and potential legislation dealing with disabled persons. She added, each month will have a different theme throughout the year of IYDP. ADJOURNMENT There was a motion by Commissioner Trautwein and seconded by Commissioner Mayleben to adjourn the meeting.
