HomeMy WebLinkAbout1980 11-12 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY.OF"HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION NOVEMBER 12, 1980 CITY HALL CALL TO ORDER The Brooklyn Center Human Rights Commission met in regular session and was called to order by Chairperson Kuhar at 7:35 p.m. ROLL CALL Chairperson Kuhar, Commissioners Reichgott, Mayyleben, Paulos, and Yencho. Also present were Councilmember Gene Lhotka and Administrative Assistant Tom Bublitz. Chairperson Kuhar noted that Commissioner Lemke and Coop were absent from this evenings meeting. Chairperson Kuhar introduced Doctor Marvin Trautwein to the Commission and noted that she and Councilmember Lhotka had interviewed Doctor Trautwein and were recommending him for appointment to the Human Rights Commission. APPROVAL OF MINUTES - 10-8-80 There was a motion by Commissioner Mayleben and seconded by Chairperson Kuhar to approve the minutes of the October 8, 1980 Human Rights Commission meeting as submitted. The motion passed unanimously. CHEMICAL DEPENDENCY RESOURCE QUESTIONNAIRE AND SEMINAR Chairperson Kuhar noted that approximately one half of the chemical dependency questionnaires had been returned and she suggested as a follow-up, to have Commission members call the various agencies that had not returned their questionnaires. She suggested that,the Commission members contact the remaining agencies by phone as a follow-up. She noted there would be a need for various subcommittees to organize the questionnaire responses, to obtain speakers for the seminar and to develop the invitations and the publicity for the seminar. Commission members proceeded to discuss a date and a time for the seminar. After some discussion there was a motion by commissioner Reichgott and seconded by Commissioner Mayleben to set the date for the chemical dependency seminar on January 31, 1981. The motion passed unanimously. Commissioner Reichgott suggested agencies and organizations dealing with chemical dependency be allowed to set up exhibits in the Social Hall in conjuction with the seminar. Commissioner Yencho stated he would recommend having the exhibits displayed before the program as people generally tend to leave seminars immediately after the speakers are finished rather than staying around to view the exhibits. After general discussion by Commission members there was a general concurrence that the seminar should be conducted in a morning session. The discussion continued regarding the type of seminar to be conducted and the Commissioners discussed several formats including speakers, workshops, and panel discussions. Commissioner Yencho noted he would like the Commission to be very careful in 11-12-80 -1- choosing speakers to assure they complement one another and that they would not deliver the same message in several different ways. Chairperson Kuhar inquired of the Commission members whether it would be advisable to develop a theme for the seminar. After a discussion of this suggestion there was a motion by Commissioner Reichgott and seconded by Commissioner Mayleben to direct the Chair to appoint a subcommittee to develop a theme for the seminar and to contact speakers. The motion passed unanimously. Commissioner Stacy stated he believed it was important to have definite topics for the speakers to discuss rather than have them promoting their particular programs. Chairperson Kuhar stated she views the theme of the seminar as Community Education and Awareness. In response to the previous motion, Chairperson Kuhar appointed Commissioners Yencho, Mayleben and Trautwe n as the subcommittee to develop the theme for the seminar and to contact the speakers. She also appointed Commissioner Yencho as the Chairman of the subcommittee. The Commission continued its discussion regarding the setting of a time for the seminar. After brief discussion there was a motion by Commissioner Reichgott and seconded by Commissioner Stacy to set the time for the chemical dependency seminar for 9 a.m. - 12 noon on January 31, 1981 with the format of the seminar being left to the subcommittee to develop. Commission members proceeded to'discuss the development of the directory to be organized from the questionnaire responses. There was a motion by Commissioner Reichgott and seconded by Commissioner Mayleben to appoint a subcommittee to organize'the responses from the questionnaire and assemble a directory for printing. The motion passed unanimously. Chairperson Kuhar appointed Commissioner Paulos, Stacy and'Coop to organize the chemical dependency directory and also to develop a brochure to be sent to prospective guests for the seminar. Commissioner Paulos.was appointed as the Chair of the subcommittee. Chairperson Kuhar requested that any Commission members who know of any companies that would contribute to the printing of the directory to please contact Commissioner Paulos. Commissioner Yencho suggested contacting the Hennepin Vo-Tech.Graphic Arts department to assist in the develop- ment of the brochure. There was a discussion among Commission members regarding the development of a'.. list of groups and individuals to be invited to the seminar. There was a motion by Commissioner Stacy and seconded by Commissioner Reichgott to appoint a sub-, committee to develop a list of individuals and groups to be invited to the seminar. The motion passed unanimously. Chairperson Kuhar appointed Commissioners Lemke and Reichgott to the subcommittee and stated that she would also serve on this subcommittee. APPOINTMENT OF LIAISON TO INTERNATIONAL YEAR OF DISABLED PERSONS Chairperson Kuhar reported to the Commission that she"had attended a meeting sponsored by the Minnesota Coalition for the International Year of Disabled Persons and that the intent of this organization is to develop projects to focus interest on the Interantional Year of Disabled Persons. She added, we as a Commission have been asked to appoint a liaison to the International Year of Disabled Persons. She added, at the meeting sponsored by the Minnesota Coalition she was informed that if a particular city has a program that would fit into the type of projects suggested by the International Year in Minnesota the city could focus on this project but it would not be a monthly requirement to develop these 11-12-80 -2 projects. She explained the International Year in Minnesota is looking to put disabled persons and their activities.in a positive light, adding that this was the general intent of the International Year of Disabled Persons. After some discussion regarding the appointment of a liaison to the International Year of Disabled Persons there was a general concurrence among Commission members that at this point it would be advisable to have a Commission member attend the meetings on a informal basis rather than formally appointing a liaison. There was a motion by Commissioner Reichgott and seconded by Commissioner Mayleben to appoint Chairperson Kuhar to attend the Interaational Year in Minnesota meetings on an informal basis. The motion passed unanimously. 504 PROGRAM Administrative Assistant Bublitz reviewed the requirements of the 504 Program as it pertains to the City and stated that he believes the best starting point to develop a program would be to review the physical facilities of the city and develop a checklist to determine whether the facilities are accessible. He stated, one of the stipulations of the 504 Program is that handicapped individuals should be involved in the assessment of physical facilities. Chairperson Kuhar stated that she would request Administrative Assistant Bublitz to report to the Commission at the next meeting regarding the development of a checklist for the assessment of the City's physical facilities. ADJOURNMENT There was a motion by Commissioner Stacy and seconded by Commissioner Mayleben to adjourn. The motion passed unanimously.
