Human Rights Commission of the City
Of Brooklyn Center in the County of
Hannen,.n and State of Minnesota
June 5, 1972
The Human Rights Commission met as a committee of the whole and
was called to order by Chairman Ordner at 8:22 P.M.
Roll Call: Chairman Ordner, Commissioners Zerban, Winkelman,
Hastings, and Gustafson. Also present was: Administrative Assistant
Dan Hartman.
Chairman Ordner introduced Mrs. Vi Kanatz representing the Women's
Equality Action League (W..E.A.L.). Mrs. Kanatz stated that she had discussed
the role of the Brooklyn Center Human Rights Commission with WEAL.
Mrs. Kanatz then stated that the Commission would have its greatest
impact in the area of reviewing and recommending for revision the State Law
on discrimination. She continued that the State Law on discrimination was in
need of a close examination for possible revision. She also commented that the
Commission could get other suburban commissions involved creating within the
suburbs a unified human rights program.
. Commissioner Gustafson then asked as to when WEAL planned to finish
its work. Mrs. Kanatz responded that July was the target date to present changes
in the Minnesota State Law.
Commissioner Hastings stated that the work should be done before
the primaries. Mrs. Kanatz commented that the candidates for the State Legislature
would have to take a stand on these revisions.
Chairman Ordner stated that the Commission had to examine the State
Law on discrimination in detail. He commented that revisions might be needed,
but that the important part was the actual examination.
Commissioner Winkelman then asked what specifically must be done
to examine the State Law. Mrs. Kanatz stated that a review of annual reports
and descriptive material designated by the State Human Rights Department would
be helpful for the review.
The meeting recessed at 8:57 P.M. and resumed at 9:13 P.M.
Chairman Ordner established a committee to work on the review and
recommendations for revision of the State Law on discrimination. He appointed
to this committee Commissioners Zerban, Winkelman, Kyle, Hastings, and
Gustafson. He then appointed Mrs. Vi Kanatz and Miss Kathy Kanatz as
citizens ~at-large.

Chairman Ordner also announced that Commissioner Zerban would Chair
the committee. 'He stated that the committee would work closely with WEAL in
their goal of updating certain statutes.
Chairman Ordner then introduced the topic of a housing authority
for Brooklyn Center. He stated that the investigating committee had reviewed
the materials furnished them by the secretary and it was their recommendation
that the Human Rights Commission establish a full committee to review housing
authorities in the metropolitan area and to present a report to the City Council
on the possible establishment of a Brooklyn Center Housing Authority. Chairman
Ordner then appointed Commissioners Martinson, VVeyrauch, Mero, and Meyer
to this committee.
The next item on the agenda was the discussion of a summer meeting
schedule. It was the consensus of the Commission, meeting as a committee
of the whole, that the next regular meeting of the Human Rights Commission be
the first Monday of October unless one of the committees should have a report
ready to present.
The Human Rights Commission, meeting as a committee of the whole,
adjourned at 9:50 P.M.
