HomeMy WebLinkAbout1972 04-20 HRRMMinutes of the Proceedings of the Human Fights Commission of the City of Brooklyn Center lit the County of Hennepin and State of Mirnesota April 20, 1972 The Human Rights Commission met as a committee of the whole in special session and was called to order by Chairman Ordner at 8:15 P. M. Roll Call: Chairman Ordner, Commissioners Gustafson, Hastings, Winkelman and 1bMero. Also present were: City manager Donald Poss and Administrative Assistant Daniel Hartman. Mr. Poss introduced riir. Harold Feuerhelm representing the Brooklyn Center Industrial Park to present their plan for a subsidized housing project under the F.H.A. -236 Program. He introduced Mr. Craig Johnson who was working with the financing element of the subsidized housing project. He stated that the units would be rented basically by people over 62, handicapped and disabled individuals, and low income families displaced by federal programs. He also stated that under the F. H.A. -236 Program, rent supplements would be granted to those people who did not have an adequate income for rental of private housing. Mr. Dennis Johnson, an architect representing Girgold-Pink Co,, presented a preliminary floor plan of one and two bedroom apartments. Mir. Johnson answered questions regarding the architectural characteristics of the proposal. Mr. James Trucker, representing Sheehy Construction Co., was introduced and presented a short construction report on the housing complex. Mr. Trucker stated that the complex would cost between 2,5 and 2.6 million dollars. Mr. Feuerhelm commented that the purpose of the Shingle Creek Towers program was to provide housing units for people to live in equal to or better than private housing, Commissioner Gustafson then asked as to who would set the rent cost. 1'Vir. Feuerhelm replied that the Federal Government would set rent figures and that for the individual renter it would be 25% of his income after certain deductions were made. Chairman Ordner thanked the B.C. I. P. representatives for their fine presentation, He stated that the overall proposal would seem to fulfill the needs for low and moderate income housing in Brooklyn Center. 40 The committee recessed at 9:40 P.M. and resumed at 9:50 P. M. -1- It was the unanimous consensus of the Human Rights Commissioners that the B. C. I. P, I s Shing a Creek. Tower conceptual plan for F, H,A. -236 housing would provide needed low and moderate income housing in Brooklyn Center at this time. It was also a recommendation of the Commissioners that the City Council take affirmative action on the rent subsidy program providing for low and moderate income housing opportunities.
