Minutes of the Proceedings of the
Human Rights Commission of the
City of Brooklyn Center In the
County of Hennepin and State of
Minnesota
March 9, 1971
The Human Rights Commission was called to order by Chairman
James Monaghan at 8:05 P. M.
Roll Call: Chairman Monaghan, Commissioners Weyrauch, Martinsen,
Zerban, Mensing, Vvinkl.eman, and Hastings. Staff member present: Tom Loucks,
Motion by Commissioner vVeyrauch and seconded by Commissioner
Martinsen to approve the minutes.of the February 9, 1971 meeting as submitted,
Motion carried unanimously.
Chairman Monaghan then made a number of brief announcements
in regard to upcoming activities in Brooklyn Center and the metropolitan area.
Education Committee
Commissioner Zerban commented that the Education Committee is
currently working with the schools on a vocational-technical curriculum.
Emplovment Committee
Commissioner Weyrauch commented that members of that committee
will be meeting with the schools in regard to the WECEP Program on
March 18, 1971.
The next item of business was a guest speaker representing the
United Farm Workers Organization Committee who are representative of lettuce
pickers in California. The speaker commented about some of the problems
that the union has been going through in organizing the farm laborers in
California and in addition, some of the social conditions of the Mexican-American
migrant workers.
Following discussion with the guest speaker, a motion was made
by Commissioner Sandoval and seconded by Commissioner Mensing for the
Human Rights Commission to direct correspondence to the appropriate persons
and express the Commission's concern for the migrant workers. The motion
carried unanimously.
The next item of business was amendment of the by-laws. Motion
by Commissioner Weyrauch to amend the by-laws on page 2, Article VI.,
Section 1, to read as follows:
Article VI. Permanent Committees
Section 1. Structure
The Commission shall maintain four permanent
committees to function in the areas of education,
employment, housing and public information.
The Chairman and Co-Chairman of the Commission
shall serve as ex-officio members of these committees.
The motion was seconded by Commissioner Martinsen. Motion carried unanimously,

The next item of business was discussion of an amendment to the
resolution establishing the Human Rights Commission, Motion by Commissioner
Weyrauch and seconded by Commissioner Zerban to request the City Council
to amend the qualifications for membership section, Resolution No, 68-44 to
read as follows;
Members of the Commission shall be a resident of the City
of Brooklyn Center while serving on the Commission and
shall have been a resident of said City for at least one year
prior to their appointment,
Motion carried unanimously,
Motion by Commissioner Weyrauch and seconded by Commissioner
Zerban to adjourn the meeting. Motion carried unanimously. The Human
Rights Commission adjourned at 9:45 P.M.
