January 19, 1971
Chairman James Monaghan called the meeting to order at 8:05 P. M.
Roll Call: Chairman James Monaghan, Commissioners Robert Zerban,
Al Weyrauch, Jesse Sandoval, Wayne IvIensing, Marie Rasmussen, Delores
Hastings, Art Gustafson, Bill Fignar, John Martinsen, and Paula Meyer.
Others present: Leon Binger and Tom Loucks.
Motion by Commissioner Weyrauch and seconded by Commissioner
Zerban to approve the minutes of the November 10, 1970 meeting as submitted.
Motion carried unanimously.
Chairman Monaghan then announced that if any of the members had
any choices for their committee assignments to let him know because he is in
the process of making the determinations of who will be on the respective
committees,
Commissioner Sazama arrived at 8:15 P.M.
Commissioner Sazama indicated that he had been in contact with a
member of the Edina Human Rights commission who indicated that they had
2800 lapel buttons the could be utilized for human rights promotion that
they would be willing to sell to Brooklyn Center Human Rights Commission
for $150.00.
After discussion among the Commissioner members a motion was
made by Commissioner Weyrauch and seconded by Commissioner Sazama
to defer action on the purchase of such buttons until a study can be made
to determine what financial.. means could be utilized to purchase the buttons.
Commissioner Weyrauch then noted that the proposed legislation
for compliance certif!--ates would give local Human Rights Commissions
the authority to determine what businesses have met the criteria for compliance.
Commissioner Weyrauch further noted that in his opinion, that although
local commissions may have expertise in this area, he would be opposed to
such enabling legislation because commissions, as a whole, would neither
have the time nor the resources to make fair determinations in these matters.
Chairman Monaghan turned the gavel over the Commissioner Sandoval
and made a motion indicating that the Brooklyn Center Human Rights Commission
would oppose any such legislation. The motion was seconded by commissioner
Zerban. Motion carried unanimously.
The meeting recessed at 8:50 P.M. and resumed at 9:00 P.M.
Chairman Monaghan gave a report to the commission on what he
felt should be the objectives and the goals of the Commission during the
year. He specifically addressed himself to the NAIESEP Program and noted
chat it should be pursued very vigorously. He indicated that the housing study
is one area where the Commission has been moving along rather rapidly and
he felt that it would be imperative to see some results of that study, He
then indicated that he was hopeful that the Commission could have a member
representing youth in the community because, in his opinion, such representation
is necessary to make the Commission aware of problems of people of all races
and colors and all age groups. He further stated that he felt the addition of
a youth member would provide a vehicle for youth to express their opinions
on human relations matters.

Chairman Monaghan turned the gavel over to Mrs. Hastings and made
a motion to thank Mr. Leon Binger for his services as Chairman of the Commission.
The motion was seconded by Commissioner zNeyrauch. The motion carried
unanimously.
Motion by Commissioner Sandoval and seconded by Commissioner
Zerban to adjourn the meeting. The Human Rights Commission meeting
adjourned at 9: S 0 P. M.
