Human Rights Commission of the
City of Brooklyn Center in the
County of Hennepin and State of
Minnesota
May 12, 1970
The Human Rights Commission met in regular session and in the absence
of a quorum was called to order by Chairman Leon Binger at 8:10 P. M.
Roll Call.-, Leon Binger, Al Weyrauch, James Monaghan, Rev. Wayne
Mensing, and John Winkleman, Also present were: Committee member
Mrs. Marie Rasmussen and B.E. Peterson.
Motion by Al Weyrauch and seconded by James Monaghan to approve
the April 14, 1970 Human Rights Commission minutes as submitted. The
motion carried unanimously.
Chairman Binger briefly announced the following:
1. That an article appeared in the Brooklyn Center Post on May 7,
1970, soliciting applications for the Human Rights Commission;
2, That Commissioner Neil Smeaton will be leaving Brooklyn Center,
3. That a draft copy of the housing maintenance and occupancy
ordinance has been submitted to the State Human Rights
Department for civil rights review.
At this time Commissioner Weyrauch reviewed with members of the
Commission the response to two openings in the Brooklyn Center Police Department,
Commissioner Weyrauch commended the City Manager and Deputy Police Chief
James Lindsay for cooperating with the Human Rights Commission on seeking
minority candidates.
Mrs. Marie Rasmussen, member of the Housing Committee, filed
the notes on the committee meeting of May 9, 1970 and reviewed the results
of that meeting with members of the Commission. Following a lengthy discussion
Commissioner Binger suggested that the Commission should obtain information
on housing conditions through the City Manager. He also stated that the
Human Rights Commission's concern for housing ought to be in the area of
liveability of the structure instead of appearance and that the real concern is
more with people than just property.
The Commission recessed at 8:54 P. M. and resumed at 9:10 P. M.
During the recess Councilmen Ausen and Heck arrived.
At this time Commissioner Weyrauch introduced to members of the
Commission and those in the audience the evening's speaker, Mr, Van F. White,
of the Minnesota Department of Manpower Services. Mr. White related his
experiences of his youth and current problems of youth employment in the
central cities and suburbs. During this discussion Mayor Cohen and City Manager
Donald Poss arrived. Following further elaboration of youth employment
problems a discussion ensued among members of the audience and Mr. White.
Chairman Binger thanked Mr. White for relating his youth experiences and
suggestions on counseling today's youth.
Motion by James Monaghan and seconded by Al Weyrauch to adjourn
the meeting. Motion carried unanimously. The Human Rights Commission
adjourned at 11:47 P.M.
