HomeMy WebLinkAbout1969 07-08 HRRMMinutes of the Proceedings of the Human Rights Commission of the City of Brooklyn Center in the County of Hennepin and State of .Minnesota July 8, 1969 0 The Human Rights Commission met in regular session and was called to order by chairman Leon Binger at 8:09 P.M. Roll Call: Mrs. Majel Berg, Leon Binger, Arthur Gustafson, Jesse Sandoval, Mark Sazama, and John Winkelman. Non-commissioner present was: Mrs. Marie Rasmussen. Also.present was B. E. Peterson. Motion by Mark Sazama and seconded by John Winkelman to approve the minutes of the June 10, 1969 meeting as submitted. Chairman Binger announced that he had received newsletters from the Urban Coalition, the University of the Way, and the United Theological Seminary regarding Human Relations. The next item of discussion related to committee reports. Chairman Binger announced that all committees have met and are in the process of developing proposals which will come to the Commission from time to time. Chairman Binger then called upon Arthur Gustafson, Housing Chairman, who filed a report with the Commission. Housing Chairman Gustafson stated that the Housing Committee will meet the third Tuesday evening of each month at Dayton's Brookdale Conference Room. The Housing Committee's primary purpose is to be in a position to offer sound and timely advise to the Commission on specific fair housing problems. Housing Committee Chairman Gustafson stated that he had two recommendations that he would like to offer the Commission: 1. That all non-commission members be invited to attend the Human Rights Commission meetings and to partici- pate in the discussion; and 2. That all non-commission members receive copies of the Human Rights Commission minutes. Chairman Binger responded by stating that the Human Rights Commission concurs with Housing Chairman Gustafson's recommendations. Chairman Binger next called on Commissioner Jesse Sandoval to give a brief review on the status of the Employment Committee. Commissioner Sandoval reported that the Employment Committee had met on July 1st and that the Committee will be examining five areas relating to employment: (1) employment in Brooklyn 19 Center; (2) how to improve employment practices; (3) job availability; (4) record of employment; and (5) how to encourage employers to hire minority groups. Employment Vice Chairman Sandoval stated that these five items will be examined in further detail and reported on to the Commission at future meetings. Chairman Binger next asked Commissioner Sandoval to report on the Brooklyn Center School District Advisory Committee Human Relations Proposals. Commissioner Sandoval stated that the Brooklyn Center School District Advisory Committee had formulated -2- a report entitled "Human Relations Proposals for Brooklyn Center Independent School District No. 286, July, 1969". After Commissioner Sandoval read the report, Chairman Binger requested the secretary to make copies available to all members of the Human Rights Commission including non-commissioners and members of the City Council. After an extensive discussion on the meaning and purpose of sensitivity training as mentioned in the previous report, Chairman Binger asked if any of the Commission members objected to the report. Since. there were no major reservations stated by members of the Commission, Chairman Binger asked Commissioner Sandoval to report back to the Commission on the reaction of the Brooklyn Center School Board to this report. Chairman Binger asked for other committee reports, there were none. Chairman Binger next called upon Commission Sazama who reported that the Metropolitan Culture Art Center will be sponsoring an art festival in the park across from Harrison School in Minneapolis around the second week in August. Chairman Binger reminded the Commission that the next regular Human Rights Commission meeting will be on Tuesday, August 12, 1969, and requested their presences. Motion by Mark Sazama and seconded by Jesse Sandoval to adjourn. The Human Rights Commission adjourned at 9:21 P.M. Secretary Chairman
