The Minutes of the Proceedings
of the Human Rights Commission
of the City of Brooklyn Center
in the County of Hennepin and
State of Minnesota
June 10, 1969,
The Human Rights Commission met in regular session and was
called to order by Chairman Leon Binger at 8:07 P.M.
40 Roll Call: Leon Binger, Vernon Backes, Arthur Gustafson,
Mrs. Leon (Bea) Rankin, Jesse Sandoval, Mark Sazama, Neil Smeaton,
Marvin Stavig, and Rev. Roy. Lindquist (arrived at 8:30 P.M.).
Motion by Neil Smeaton and seconded by Mrs. Leon Rankin. to
approve the minutes of the May 20, 1969 meeting as submitted.
Chairman Binger announced that Mr. Lloyd Ratkovich, Assistant,
Vice President of the First Plymouth National Bank, 1723 Plymouth
Avenue, Minneapolis, Minnesota, 55411, will give a talk to the
Commission tonight on the bank's philosophy in assisting the North
Minneapolis community in solving its economic problems.
At this time, Chairman Binger announced that he had made three
out of the four remaining appointments of non-commissioners to the
two remaining committees: Employment and Public Services Accommo-
dation Committees.
Chairman Binger recognized the presence of Mr. Carl Sandstrom
who had been appointed at the previous Human Rights Commission
meeting to the Housing Committee. The new Housing Committee Chair-
man Arthur Gustafson, then introduced Carl Sandstrom and gave a
brief review of his background.
Chairman Binger next appointed for one year two non-commission
members to the Human Rights Committee on Employment: Mr. Leon
Rakin and Mr. Don Escher. Marvin Stavig, Chairman of the Employ-
ment Committee introduced Mr. Don Escher and gave a brief review
of his background, announcing that Mr. Leon Rankin will be }
introduced at a subsequent Human Rights Commission meeting.
Chairman Binger next announced that he will make one appoint-
ment to the Public Services and Accommodations Committee and that
the remaining appointment will not be filled until the two vacancies
on the Human Rights Commission are completed by the City Council.
Chairman Binger next: appointed for a one year term one non-commission
member to the Public Services and Accommodations Committee: Mr.
Charles Dunham. Commissioner Neil Smeaton, Chairman of the Public
Services Accommodation Committee gave a brief review of Mr. Dunham's
background announcing that he would be introduced to the Commission
at a subsequent meeting.
The next item of discussion related to Committee reports.
Chairman Binger called on Commissioner Sandoval to report on the
Brooklyn Center School District Advisory Committee. Commissioner
Sandoval announced that the last meeting was held in the Brooklyn
Center Library and that the committee had formulated proposals in
each of 5 areas: (1) curriculum, (2) teacher recruitment, (3) in
service-training, (4) resource materials, and (5) student involve-
ment, which would be presented to Brooklyn Center City Council and
the Brooklyn Center School Board of Education. Chairman Binger
requested that Commissioner Sandoval make additional copies of
these proposals for the Commission

✓ Chairman Binger next called upon Vernon Backes, Chairman of
the Education Committee, who presented to the Commission an
anonymous letter addressed to teachers of the north suburban schools
objecting to the Human Relations - Sensitivity Programs that are
being established in the schools.
Chairman Binger stated that the respective committees are in
the process of developing viable programs and that in the future
the Commission can expect various committee reports.
Chairman Binger reminded the Commission that the next regular
Human Rights Commission meeting will be on Tuesday, July 8th and
requested their presence.
The Commission recessed at 8:31 P.M. and resumed at 8:52 P.M.
At this time Chairman Binger introduced to the Human Rights
Commission the speaker of the evening, Mr. Lloyd Ratkovich, Assistan
Vice President of the Fist Plymouth National Bank which is a member
of the First Bank System, who discussed the purpose of the bank,
its philosophy, and commitment to citizens of the North Minneapolis
area. The Commission spent the remainder of the evening listening
to Mr. Ratkovich and asking questions about the First Plymouth
National Bank and its service area.
Chairman Binger thanked Mr. Ratkovich for speaking to the
Commission and asked if there was any old or new business. There
was none.
Motion by Mrs. Leon Rankin and seconded by Neil Smeaton to
adjourn. The Human Rights Commission adjourned at 10:01 P.M.
