Human Rights Commission of the
City of Brooklyn Center in the
County of Hennepin and State of
Minnesota .
April 8, 1969
The Human Rights Commission met in regular session and was called
to order by Chairman Leon Binger at 8:04 P. M.
Roll Call; Mrs. Majel Berg,
. Gustafson, James Knight, Mrs. Leon
Neil Smeaton, John Winkleman. Also
and Bambridge Peterson.
Leon Binger, Adrian Dorenfeld, Arthur
(Bea) Rankin, Jesse Sandoval, Mark Sazama,.
present were: Councilman Theodore Willard
Motion by Jesse Sandoval and seconded by Mark Sazama to approve
the minutes of the March 11, 1969 meeting as submitted.
Chairman Binger called upon Commissioner Bea Rankin to report on
a TCOIC program. Commission Rankin announced that there will be a Gospel
Folk Spiritual held at downtown Dayton's on April 17th and 24th.
Chairman Binger reported that the Robbinsdale School District Advisory
Council's first meeting will be held on Monday, April 14, 1969, and that
Commissioner Dorenfeld has been designated as Brooklyn Center's representative,
The next item of discussion related to old business, Chairman Binger
and the Commission briefly discussed the City Council's Resolution No. 69-147,
A Resolution Supporting House File 1496 and Senate File 1223 Relating to the
Unfair Discriminatory Practices, Following this brief discussion, Chairman
Binger brought the Commission up to date regarding the legislative status of
House File 1496 and Senate File 1223 in the Minnesota Legislature,
• Under the item of new business Chairman Binger announced that
Vice Chairman Winkleman and he had met with the Commission's five committee
chairmen to formulate the following procedures regarding the Commission's
five committees:
1. Requested each committee chairman to meet with their committee
to select two noncommission members;
2. Requested committees to establish a regular meeting date;
3. Requested each committee chairman to have their committee
formulate a statement of general purpose;
4. Requested each chairman to meet with their committee to consider
specific programs of inquirty relating to their committee.
Chairman Binger then mentioned that two of the five committees were well
established,
At this time Chairman Binger recognized Councilman Theodore Willard.
Councilman Willard mentioned that he was observing the meeting and if the
Commission had any information to pass onto the City Council that he would
do so. Chairman Binger mentioned that at this time the Commission did not
1P. have any information or requests for the City Council.
Motion by Commissioner Dorenfeld and seconded by Commissioner
Rankin to adjourn the meeting. The Human Rights Commission adjourned at
8:30 P. M. Roll Call at time of adjournment were; Mrs.. Ma j el Berg, Leon Binger,
Adrian Dorenfeld, Arthur Gustafson, James Knight, Mrs. Leon (Bea) Rankin,
se Sandoval, Mar zama, Neil Smeaton and John Winkleman.
