March 11, 1969
The Human Rights Commission met in regular session and was
called to order by vice Chairman John Winkelman at 8:02 P.M.
40 Roll Call: Vernon Backes, Mrs. Majel Berg, Arthur Gustafson?
James Knight, Rev. Roy Lindquist, Mrs. Leon Rankin, Jesse Sandoval;.
Mark Sazama, Marvin Stavig, Eugene Sullivan, and John Winkelman.
Also present was: B.E. Peterson.
Motion by Jesse Sandoval and seconded by Arthur Gustafson to
approve the minutes of February 25, 1969 meeting as amended.
Vice Chairman John Winkelman made the following announcemen1&,.
a. that Chairman Leon Binger and he will meet with
each of the five new committee chairmen.
b. that the following Human Rights Commissioners
have been selected for each of the five committees
as outlined in the Human Rights Official By-Laws:
Education
Vernon Backes, Chairman; Rev. Roy Lindquist, Eugene

Marvin Stavig, Chairman; Jesse Sandoval, Leon Binger

c. that on March 23, Sunday, at 3:30 P.M. at the Knights o:"
Columbus Hall in Crystal there will be a Variety Show
to help raise funds for Community Services on the near
North Side now being provided by Reverend :01:P.UO O8
Williams. Members were urged to attend.
Vice Chairman John Winkelman called on Jesse Sandoval t6 rap
on the Brooklyn Center School District Human Rights Committee.
Commissioner Sandoval gave a brief report to the Commission
indicating that wel-re still waiting for some move on the part of
• school officials.
Councilman Theodore Willard, an exofficio member of the
Human Rights commission and liaison between the Commission and
Council arrived at 8:19 P.M.
Vice Chairman Winkelman asked for any discussions pertaining
to old business. Commissioner Berg mentioned that the Minnesota
Department of Human Rights has submitted a separate bill on public
accommodations, popularly known as "Mrs. 9-urphy's"Zil.l.

At this time, Councilman Willard asked what the Human Rights
Commission's intention was regarding the Commission's recent
"Committee Report on the Endorsement of Proposed Major Amendments
to the Minnesota State Act Against Discrimination", that it issueel
to the Council. After a thorough discussion among Councilman
Willard and Commission members it was agreed that the Commission
will present to the City Council by March 24, 1969, a draft
resolution, prepared by the City staff supporting House File 1496,
and Senate File 1223 relating to Unfair Discriminatory Practices.

Vice Chairman Winkelman asked for discussion items on new
business. There were none.
The Commission recessed at 8:45 P.M. and resumed at 9:05 P.M.
Commissioner Neil Smeaton arrived at 8:57 P.M.
At this time Vice Chairman Winkelman called upon Mrs. Jerri
Niznik to present a representative of the Upper Midwest American
Indian Center to the Con-ohiesion. The remainder of the evening was
spent discussing the New Careers Program, American Community
Indians Center, and the American Indian Movement (AIM) with Mr. and
Mrs. Douglas Roberts, New Careers participants.
Motion by Eugene Sullivan and seconded by Jesse Sandoval to
adjourn the meeting. The Human Rights Commission meeting adjourned
at 10:09 P.M. Roll Call at the end of meeting: Vernon Backe3,
Mrs. Majel Berg, Arthur Gustafson, James Knight, Rev. Roy Lindquist,
Mrs. Leon Rankin, Jesse Sandoval, Mark Sazama, Marvin Stavig,
