HomeMy WebLinkAbout1969 02-11 HRRMn Minutes of the Proceedings of the Human Rights Commission of the City of Brooklyn Center In the County of Hennepin and State of Minnesota February 11, 1969: The Human Rights Commission met in regular session and was called to order by Chairman Leon Binger at 8:06 P. M. • Roll Call: Vernon Backes, Mrs. Majel Berg, Leon Binger, James Knight, Mrs,, Leon Rankin (arrived at 8:10 P.M.), Jesse Sandoval, Mark Sazama, John Winkleman. Also present was.- Bambr dge Peterson. Motion by Jesse Sandoval and seconded by Mrs. Majel Berg to approve the minutes of the January 28, 1969 meeting as submitted. Chairman Binger then called upon Commissioners for announcements. There were none:. Chairman Binger announced that the next item of business would be a discussion of committee reports from Commission members. Commissioner Stavig` s report on Human Rights Week covered his action taken with Robbinsdale, New Hope,, Crystal and Golden Valley Human Rights Commissions. In addition, Commissioner Stavig reported that he and Commis- sioner Reverend Lindquist drafted a letter which was sent to all Pastors of Brooklyn Center Churches. Commissioner Sazama, in response to Commissioner Sta-Ag's report, mentioned that Mayor Philip Cohen had issued an official proclamation announcing Human Rights Week, and that hand-out literature and display posters will be featured on the Brockdale Mail. Commissioner Stavig reported that invitations were sent out to all City Councilmen, City Department • Directors, Chairman of Planning Commission, and all members of the Human Rights Commission asking them and their wives to attend a reception honoring Frank C. Kent, Commissioner of the Minnesota Human Rights Department, Sunday, Febniary 16, 1969, 4-6 P. M. at the Crystal City Hall. Commissioner Stavig reported on his discussion with Mr. Leroy Norsted, Superintendent of the Osseo School District, and that the school district had not established any programs for Human Rights Week. At this time Chairman Binger encouraged all members of the Human Rights Commission and their wives to attend the reception honoring Frank C. Kent, State Commissioner of Human Rights, and that the purpose of the reception was to allow an opportunity for officials to develop a line of communication with State Commissioner Kent. Chairman Binger called on Jesse Sandoval to report on the Brooklyn Center School District Human Rights Committee. Commissioner Sandoval stated that his report would be P- OW-VLUL ~d ~ t t meetings G,w at kr.a. Chairman Binger reported that he had not received fhe list of selections for the District Human Rights Advisory Committee from the Robbinsdale School District Board of Education, but that this list would be completed in time for the next meeting. The next item of business related to old business which dealt with a thorough review of the Proposed By-Laws. Chairman Binger stated that the procedures for action on the Proposed By-laws would first consist of reading each article and that any changes that were to be made would be made by an am ndment after the entire Proposed By-Laws had been read. Chairman Binger then read each Article and asked for questions. -1- 9 After reading the entire Proposed By-haws Chairman Binger called for questions before amendments were to be accepted. A mmissioner Berg questioned Article Vi, Section 4. Chairman Binger asked Commissioner Berg to write out the proposed amendment. The other question came from Commissioner Sazama who questioned Article IV. Chairman Binger asked for a motion to approve the Proposed By Laws as the Official By-Laws of the Brooklyn Center Human Rights Commission. Motion by ComnUsssioner Sazama and seconded by Commissioner Sandoval to.approve the Proposed By Laws as the By-Laws of the Brooklyn . Chair *n Binger -thy oa►lled for amendments by Article to the d N By-Laws, Motion by Commissioner Sazama and seconded by Commissioner Winkleman to amend Article IV, Attendance, of the By-Laws as follows: Absence on the part of a Commission member (s) from three consecutive regular meetings shall constitute grounds for the Commission Chairman to recommend to the City Council the removal of said member. Motion by Commissioner Berg and seconded by Commissioner Knight to amend Article VI, Section N, Duties of Permanent Committees as follows: The duties of the Permanent Committees shall be to formulate (and/or implement) programs in their areas of concern, and to implement them (to the ) with Commission approval, At this time Chairman Binger asked for a unanimous vote to approve amendments to the By-Laws. All in favor were: Vernon Backes, Mrs, Majel Berg,, James Knight, Mrs. Leon Rankin, Jesse Sandoval, Mark Sazama, Neil • Smeaton and John Winkleman. Voting against were: none. Motion carried unanimously. At this time Chairman Binger recognized the presence of State Senator Dean Nyquist and State Representative Roger Scherer and entertained a discussion of legislative matters as they pertained to the 15 proposed major amendments to the 1967 Minnesota State Act Against Discrimination.. Chairman Binger reported that since the last meeting that he had established a three member committee chaired by Vernon Backes, and with members Neil Smeaton, and Beatrice Rankin to study the proposed amendments to the 1967 State Act Against Discrimination. At this time the Human Rights Commission and State Legislators discusses the proposed amendments in great detail, Chairman Binger requested Vernon Backes to summarize provisions of each of these proposed amendments in time for the next meeting of February 25, 1969. Motion by Commissioner Sazama and seconded by Commissioner SmeataU to adjourn the meeting. The Human Rights Commission meeting adjourned at 10:48 P. M.
