Minutes of the Proceedings of the
Human Rights Commission of the
City of Brooklyn Center in the
County of Hennepin and State of
Minnesota
December 10, 1968
The Human Rights Commission met in regular session and was called to
order by Chairman Leon Binger at 8:02 P. M.
Roll Call: Leon Binger, Marvin Stavig, James Knight, Majel Berg
and Eugene Sullivan. Also present were: Jerry Dulgar and JohnlUalg~n .
Motion by James Knight and seconded by Majel Berg to approve the min-
utes of the November 26, 1968 meeting as submitted.
Chairman Binger then announced that the State Department of Human
Rights was still planning a January seminar and that a date had not been set,
but he expected it would be in the last week in January.
Chairman Binger also reported that he had received some Christmas
cards from Peace on Earth Anonymous of Minneapolis, He stated that he
thought they were very good cards, but it might be too late for our people
to order any of them. He said he had cards available if anyone wanted to
order some.
Commissioner Majel Berg and John Waisanen then reported on the
"We Share the Dream" button sales program. Mr. Waisanen reported that
almost all of the buttons and all of the money had been turned into him and
that he had submitted a report to the Commission. He said he expected to
• have the program completed within a very short time.
In the absence of Commissioner Anderson, Chairman Binger reported
that the Osseo School District Committee would be reporting to the board of
the Osseo School District on December 16th and that the Commission could
expect a report from Commissioner Anderson at the next meeting.
Chairman Binger also reported that he did not believe the Brooklyn
Center School District Committee had met yet, but they soon would be and
that hopefully Commissioner Sandoval would have a report for the Commission
at their next regular meeting.
Chairman Binger then reported that the State Department of Human
Rights had held a conciliation meeting with the European Health Spa and that
there would not be a report forthcoming from the State Department of Human
Rights until this conciliation period had been completed. He also reported
that Councilman Willard and Mayor Cohen had received replies to correspondence
they had sent to the health spa regarding the alleged discrimination by the spa.
Chairman Binger then reported that at the last meeting it had been
indicated that the Robbinsdale School District might be reluctant to set up a
committee in their district to study the area of human rights in the school system.
He said that since that time he had been informed that the district had allotted
40 time on their December 18th board meeting to discuss the possibility of setting
up a committee. Chairman Binger read a letter that he had received from the
district discussing the possibility of setting up a committee,
Chairman Binger then asked the Commission for their reaction to the
possibility of the Commission joining in a Human Rights Week along with the
Crystal, Robbinsdale, New Hope, Plymouth and Brooklyn Park Commissions.
The Human Rights Week would be scheduled for rebruary 16-23, He said that
in his opinion it was primarily a public relations program, but could be a
very beneficial program.

Motion by Eugene Sullivan and seconded by Marvin Stavig that the
Brooklyn Center Human Rights Commission participate in a Human Rights
Week from February 16-23.
Chairman Binger then announced the next meeting of the Human Rights
Commission would probably be on January 14th, although it might be scheduled
for January 7th as the 14th would be five weeks from the present meeting.
Motion by James Knight and seconded by Marvin Stavig to adjourn the
meeting. The Human Rights Commission meeting adjourned at 9;14 P. M.
Those present at time of adjournment were; Leon Binger, Marvin Stavig,
James Knight, Majel Berg and Eugene Sullivan.
