Human Rights Commission of the
City of Brooklyn Center In the
County of Hennepin and State of
Minnesota
October 23, 1968
The Human Rights Commission met in regular session and was called
to order by Commissioner Neil Smeaton at 8:00 P. M.
• Roll Call: James Knight, Floyd Anderson, Neil Smeaton, Eugene Sullivan,
Jesse Sandoval, Bea Rankin, and Arthur Gustafson. Also present were: Jerry
Dulgar and Mary Jane Gustafson.
Commissioner Smeaton announced that Chairman Binger had received
a letter from the State Department of Human Rights notifying and inviting the
Commission to a training session for members of local Human Rights Commissions
The training session will be held at 122 West Franklin Avenue in Minneapolis
on November 9, 1968 at 8:00 A. M.
Commissioner Gene Sullivan reported on the progress of letters to
realtors and apartment owners in the north suburban area. He stated that
the letter to the realtors had been sent out during the past week; and the letter
to the apartment owners would be sent out on Friday if possible, if not, on
Monday.
Commissioner Floyd Anderson reported that the Osseo School District
Committee had met at 8:00 P. M. , Monday, October 14. This meeting consisted
of a movie and a general discussion. They also discussed the curriculum in
the Osseo School District and made arrangements to meet with the personnel
director of the district. He also said that the committee had adopted the name
• of the Ad Hoc Committee for Human Relations in the Osseo School District.
Commissioner Anderson reported that in conjunction with his vw rk with this
committee he had attended a seminar put on by the Minnesota Association of
University Women. This seminar being held at their clubhouse in Minneapolis,
dealt with curriculum changes that have taken place in the Minneapolis school
system and changes that need to take place. He said that there were several
excellent presentations by experts in the area of education at the seminar.
Commissioner John Winkleman reported that the CCD of the Saint Alphonsus
Church would present a panel which would discuss human rights at the church
on November 8, 1968 and that the meeting would be open to the public.
Commissioner Smeaton announced that a policy and by-laws committee
had been appointed by Chairman Binger and that committee would consist of
Leon Binger, Charles Nichols, and Neil Smeaton.
The Commission then discussed the article in the Brooklyn Center Post
relating to the difficulties that a person of a minority race had in joining the
European Health Spa which is located on County Road 10 and Xerxes Avenue
North in Brooklyn Center. Commissioner Smeaton said that his knowledge of
it was very limited, but he did know that the woman had filed a complaint with
the State Department of Human Rights and that the State Department would be
in contact with the Commission in the near future.
Commissioners Winkleman and Stavig then reported on the course in
Afro-American History being offered by the Brooklyn Center Civil Rights Action
Committee at the Brooklyn Center Library.
Commissioner Stavig then reported that the Lutheran Church in America
had started a program which they call ACT which is designed to collect money
in the church to help minority people or help in the area of human relations.
He stated that he thought it was a good program for the church and a move in
the right direction by the church.

Commissibner Smeaton then read a letter from the North Suburban
Community Theater describing a new production dealing with human relations
that they were putting on and inviting Commission members and other interested
persons to attend this performance.
Motion by Eugene Sullivan and seconded by Floyd Anderson to adjourn
the meeting. The Human Rights Commission adjourned,at 9:28 P. M.
Those present at the time of adjournment were: James Knight, Floyd
Anderson, Neil Smeaton, Eugene Sullivan, Jesse Sandoval and Bea Rankin.
