Minutes of the Proceedings of the
Human Rights Commission of the
City of Brooklyn Center in the
County of Hennepin and State of
Minnesota
September 10, 1968
The Human Rights Commission met in regular session and was called
of order by Chairman Leon Binger at 8:02 P. M.
Roll Call: John Winkleman, majel Berd, Bea, Rankin, Jesse
Sandoval, Marvin Stavig, Neil Smeaton, Eugene Sullivan, James Knight, and
Leon Binger. Also present were: Theodore Willard and Jerry Dulgar.
Motion by Neil Smeaton and seconded by Marvin Stavig to approve the
minutes of the August 27, 1968 meeting as submitted.
Chairman Leon Binger made the following announcements:
a. That the Civil Rights Action Committee,0which Theodore Willard
is chairman, is sponsoring a course at the Brooklyn Center
Library in the area of Afro-American History. The sessions of
this course are to be held on Tuesday nights from 8:00 P.M. to
10:00 P. M. Mr. Binger went on to say that he hoped that we
could rearrange some Commission meetings so that members
of the Commission might attend this course if they desire to
do so. Following discussion of the subject it was decided that
the October 8, 1968 and October 22, 1968 meetings of the
Commission would be rescheduled so that the members might
attend this course at the library.
is b. That Civil Rights Action Committee had arranged to meet with
the Board of District 286, Brooklyn Center District on
September 18, 1968 at 8:00 P. M. to discuss the human relations
program in the school district. Mr. Binger said that any members
of the Commission who were interested were invited to attend.
co That the Commission had received a letter from the greater
Minneapolis Board of Realtors stating a policy on human relations.
Commissioner Majel Berg then announced that she had asked
Mr. John Waisanen of Brooklyn Center to be Chairman for the sales program
for "We Share the Dream" buttons. Chairman Binger then appointed John
Waisanen as chairman of the button sales program and asked the Commission
to confirm this appointment.
Motion by Marvin Stavig and seconded by Bea Rankin to confirm the
appointment of John Waisanen as chairman of the sales program of " tNe Share
the Dream" buttons in Brooklyn Center. The vote was unanimous for the
appointment.
The Commission then discussed a proposal by the North Suburban
Human Relations Council concerning the establishment of a seminar for
realtors to be put on by the Minneapolis Urban League. The seminar would
be sponsored by Human Rights and Civil Rights groups in the north suburban
area and would meet at Boutell's Community Room.
Chairman Binger then asked for volunteers for a committee to study
this proposal and to inform the North Suburban Human Rights Council if our
Commission would take part in the program. Volunteers for the committee
were Eugene Sullivan, Jesse Sandoval and James Knight.
Motion by Jesse Sandoval and seconded by James Knights to authorize
the committee to commit the Commission to participate in a program as suggested
by the North Suburban Human Rights Council, that program being related to

realtors at this time. Voting in favor were: James Knight, John Winkleman,
Majel Berg, Bea Rankin, Eugene Sullivan, Marvin Stavig, and Leon Binger.
Voting against were: Jesse Sandoval. Motion carried.
Chairman Binger then introduced the first of two speakers for the
evening, that being Senator Dean Nyquist. Senator Nyquist discussed the
legislation now in the books concerning Human Rights and Civil Rights in
Minnesota and discussed programs that he thought the Commission might do
and the Legislature might do to improve Human Relations.
Chairman Binger then introduced Representative Roger Scherer of the
Legislature as the second speaker for the evening. Rep. Scherer discussed
the legislation navy in tI-e books concerning Human Relations in Minnesota
and discussed the work of the Department of Human Rights and said that it
was his belief that the director should receive a better salary and that the
department should have a larger budget.
The Commission recessed at 9:15 P. M. and resumed at 9:24 P. M.
Following the recess the Commission and Senator Nyquist and Rep.
Scherer participated in a question and answer session.
Motion by Jesse Sandoval and seconded by Marvin Stavig to adjourn
the meeting. The Human Rights Commission meeting adjourned at 10:00 P.M.
