Human Rights Commission of the
City of Brooklyn Center in the
County of Hennepin and State of
Minnesota
June 11, 1968
The Human Rights Commission met in regular session and was called
to order by Chairman Leon Binger at 8:05 P. M.
Roll Call: Eugene Sullivan, Adrian Dorenfeld, Leon Binger, Bea Rankin,
Floyd Anderson, Neil Smeaton, John Winkleman, Arthur Gustafson and Charles
Nichols. Also present were: Jerry Dulgar and Theodore Willard.
Motion by Neil Smeaton and seconded by Bea Rankin to approve the
minutes of the May 28, 1968 meeting as submitted:
Chairman Leon Binger opened the meeting by discussion the Conference
on Creative Concern sponsored by the State Department of Human Rights and
to be held in St. Paul on June 29, 1968. The Chairman urged all Commissioners
who could possibly do so to attend the conference.
Mrs. Viola Kanatz, Deputy Commissioner of the Department of Human
Rights, explained the purpose of the aforesaid conference and the program for
the conference.
Councilman Theodore Willard discussed with the Commission the programs
that Honeywell, Inc, are instituting to help umemployed and minority people.
Discussion of the part that private enterprise is or should be playing
in helping the underprivileged ensued.
• Chairman Leon Binger then introduced Mrs. Viola Kanatz, Deputy
Commissioner of the State Department of Human Rights as the main speaker for
the meeting. Mrs. Kanatz commented to the Commission that she thought they
were taking the proper approach in establishing and organizing their Commission
by familiarizing themselves with the problems in the area of Human Rights.
Mrs. Kanatz reviewed for the Commission the evolution of the Human
Rights agencies in state government in Minnesota and the evolution of concern
about Human Rights in general. Mrs. Kanatz also reviewed the role she had
played in the State Human Rights agencies and in the area of Human Rights.
The meeting recessed at 9:24 P. M. and resumed at 9:35 P.M.
Following the recess Mrs. Kanatz and the Commissioners participated
in a discussion of Human Rights.
Chairman Binger related that the D. F. L. Ward Club had requested that
two Commission members attend their ward Club meeting on Tuesday, June 25,
1968.
The meeting adjourned at 10:31 P.M.
Those present at the time of adjournment were: Eugene Sullivan,
Adrian Dorenfeld, Leon Binger, Bea Rankin, Floyd Anderson, Neil Smeaton,
John Winkleman, Arthur Gustafson, Charles Nichols and Mike Friedman.
