The Human Rights Commission met in regular session and was called
to order by Chairman, Leon Binger, at 8:05 P. M.

Dorenfeld, John Winkleman, James Knight, Charles Nichols, Arthur Gustafson,
Floyd Anderson, Mrs. Leon (Bea) Rankin, Mrs. Majel Berg and Neil Smeaton.
Also present were: Theodore Willard and Jerry Dulgar.
Chairman Leon Binger opened the meeting by discussi6 the purpose
of the Commission; meeting time and frequency, the prospecti format the
meetings will take, and that an agenda will be sent to Commission members
five to seven days prior to each regular meeting and will be accompanied by
the previous meetings minutes.
The Chairman officially announced the appointment of Charles Nichols
as Vice Chairman and Neil Smeaton as Parliamentarian of the Commission.
Vice Chairman Charles Nichols then addressed the Commission and
stated that he believed that the Commission would find itself quite busy in
light of the experience of similiar commissions in the Twin Cities suburban
area. The Vice Chairman went on to say that it was his belief that the Com-
mission was not a police force, that this was the job of the State Department
of Human Rights, but that this Commission had the right, privilege and obli-
gation to refer problems to the state and they in turn could refer them back to
the local Commission.
Mr. Binger then discussed a tape recording of a speech by Miss
Lillian Anthony, Chairman of the Minneapolis Human Rights Commission,
that would be played for the assembled group to further broaden their per-
spectives in the area of Human Rights.
Councilman Theodore Willard then briefly addressed the Commission.
Mr. Willard said that the Mayor had appointed him to the Commission as an
ex-officio member with the intention of displaying the Council's continuing
interest in the area of Human Rights. Councilman Willard went on to say that
he hoped the Commission could interest other groups in the community in the
work of the Commission.
Commission members then presented brief biographical descriptions of
themselves for the benefit of the other Commissioners.
The meeting recessed at 8:45 P. M. and resumed at 8:55 P. M.
The Commission then heard the aforementioned tape recording of Miss
Anthony's speech.
A brief discussion of the required memo of agreement with the State
Department of Human Rights was then held.
Discussion of the tape recording consumed the remainder of the meeting.
Chairman Binger then announced that the next regular meeting would be
held on May 28th from 8:00 P.M. to 10:00 P.M. at City Hall.
Motion by Commissioner Smeaton and seconded by Commissioner Stavig
to adjourn the meeting. The Human Rights Commission meeting adjourned at
