OF THE CITY OF BROOKLYN CENTER IN THE COUNTY
OF HENNEPIN AND THE STATE OF MINNESOTA
STUDY SESSION
JULY 24, 2006

CALL TO ORDER
The Brooklyn Center City Council met in Study Session and was called to order by Mayor
Myrna Kragness at 6:00 p.m.
ROLL CALL
Mayor Myrna Kragness and Councilmembers Kathleen Carmody, Kay Lasman, Diane Niesen,
and Mary O'Connor. Also present were Interim City Manager Curt Boganey, Public Works
Director /City Engineer Todd Blomstrom, and Deputy City Clerk Camille Worley.
CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS
Councilmember Niesen inquired about the Unity Place Townhome rental license and asked if a
percentage of calls received are available. Interim City Manager Curt Boganey responded the
percentage of calls is not typically provided on the license renewal memorandum. The license for
renewal would not be recommended if the call threshold was exceeded.
Councilmember Niesen inquired about the two additional feet proposed on the salt storage
building. Public Works Director /City Engineer Todd Blomstrom responded the building has a
sloped roof with a front height of 21 feet and a rear height of 18 feet. He stated the equipment
used inside the building could collide with the roof of the building, therefore it is proposed to
raise the building two additional feet to prevent damage to the building and equipment.
The City Council discussed the Watershed agenda item
and information to be discussed in the regular meeting.
The City Council discussed the exceeding of the Administrative Budget Levy Cap for the
Shingle Creek Watershed Management Commission and the West Mississippi Watershed

Management Commission.
Councilmember O'Connor discussed her corrections to the minutes and stated she would prefer
the minutes use the term majority consensus rather than consensus.
Councilmember Carmody stated consensus and majority have the same meaning.
Mayor Kragness stated the consensus of the City Council means the majority of the City
Council. She stated the minutes are clear as presented and consensus has always been used as

defining majority.
Councilmember Lasman pointed out that Councilmember O'Connor's disagreement to the
consensus is also indicated in the minutes.
Councilmember O'Connor stated she would like the language changed for these minutes. She
stated she would look up the definition in the dictionary and report back to the City Council.
ADJOURNMENT
Councilmember Carmody moved and Councilmember Lasman seconded to close the Study
Session at 6:40 p.m.
Motion passed unanimously.
