HomeMy WebLinkAbout2007 02-26 CCM Work Session MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL/ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA WORK SESSION FEBRUARY 26, 2007 CITY HALL — COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council/Economic Development Authority (EDA) met in Work Session called to order by Mayor/President Tim Willson at 8:10 p.m. ROLL CALL Mayor /President Tim Willson and Councilmembers /Commissioners Kay Lasman, Mary O'Connor, Dan Ryan, and Mark Yelich. Also present were City Manager Curt Boganey, and Deputy City Clerk Camille Worley. 1. Proposed Joint Meetings — Mayor Willson a. Brooklyn Center School District School Board b. Charter Commission c. City of Brooklyn Park This item was continued from the Study Session. Support was expressed for joint meetings, there was not a consensus to adopt a resolution for joint meetings at this time. The majority consensus of the City Council was to not consider the resolution at this time, allow the Mayor and City Manager to work together to set agendas and identify potential meeting dates with the other entities, and for the Mayor to act as the presiding officer in the joint meetings. 2. Resolution Stating Opposition to Change in Cable Television Authority — Joint Cable Commission Councilmember /Commissioner O'Connor stated the proposed resolution was approved at the last Cable Commission meeting. It was the majority consensus of the City Council to invite a representative from the Cable Commission to attend the next Work Session to provide additional information on the resolution. 3. 2007 City of Excellence Award — Lasman Councilmember /Commissioner Lasman stated because of the efforts in the Code Enforcement Program, Curb and Gutter Program, along with other efforts by the City, the City of Brooklyn Center would be a good candidate for the City of Excellence Award. She stated this would showcase the good work of the staff. 02/26/07 -1- City Manager Curt Boganey explained that due to a staffing shortage the completion of the application may be difficult this year; however it should be kept in mind for next year. The City Council expressed agreement with Mr. Boganey. 4. Welcome Wagon — Lasman Councilmember /Commissioner Lasman proposed her idea of a program similar to Welcome Wagon and discussed benefits of such a program. There was a discussion on the proposal where both interest and concern for difficulty was expressed. The following ideas were shared: a Community Service Officer or Police Officer visiting homes for a similar purpose as the Welcome Wagon program and adding a welcome new -comer aspect to something already being done, such as Earle Brown Days. It was the majority consensus of the City Council to speak to other civic groups to gauge interest in such a program. 5. 2011 Brooklyn Center Celebration — Lasman Councilmember /Commissioner Lasman discussed her proposal for the formation of a committee and funding for the Brooklyn Center 100 Birthday Celebration. There was a discussion on the proposal and support for the formation of a committee and for dedicating funds was expressed. Councilmember /Commissioner O'Connor suggested that existing committees be utilized in the planning for the 100 Birthday Celebration rather than organizing a new committee. She stated objection to funds being dedicated to the celebration. Councilmember /Commissioner Lasman responded by stating that an additional committee is needed due to the size of the celebration and other events occupying the time of those existing committees. Mr. Boganey stated if the Council agrees that a committee is important, he suggested that a mission statement and other parameters for the committee be established so that recruiting and formation of the committee can begin. It was the majority consensus of the City Council to direct the City Manager to form a mission statement and parameters for the committee for review by the City Council. 6. Youth Commission — Ryan Councilmember /Commissioner Ryan introduced his proposal for a Youth Commission and discussed benefits of such a commission. There was a discussion on the proposal and it was indicated that partnerships with other organizations could be explored. Existing City supported programs such as the Brooklyn Center Youth Safety Camp and after school programs which are partially funded by grant funds were discussed. Other youth centers and programs in the community were also discussed. 02/26/07 -2- Mr. Boganey stated he would invite Jim Glasoe and other staff members to a future Work Session to discuss programs already in place and to provide a professional opinion regarding needed resources. 7. Suggested Additional Dates for Work Session Meetings — Yelich Councilmember /Commissioner Yelich discussed his proposal of additional Work Sessions on the first and third Mondays of the month. Mr. Boganey discussed issues that could arise from having meetings every week. There was discussion on the proposal and many opinions were expressed including the following; opposition to scheduling Work Sessions outside the regular meetings and that the City Council should hold each other responsible to focus on the job at hand and to accomplish things in the time allowed. Majority Consensus was to schedule additional Work Sessions on an as needed basis and to continue having Work Sessions after the regular meetings. 8. Council Retreat Follow Up a. Strategies and Action Plans Mr. Boganey asked the Council for their opinion on the Strategies and Action Plans and if they wished to have additional Strategies and Action Plans. There was discussion on the Strategies and Action Plans where various clarifications were made and ideas were shared. It was indicated that the Strategies and Action Plans established are a good start. There were no suggested additions or reductions. 9. Suggested Work Session Items — Councilmember Yelich a. Create a new department focused on building inspections, permits, licensing, and code enforcement This item was not discussed as it is reflected in the Strategies and Action Plans. b. Extend City Code 12 -913 to cover all rental units This item was not discussed as it is reflected in the Strategies and Action Plans. Mr. Boganey stated Chapter 12 will be reviewed in its entirety. c. Implement residential home inspection point -of -sale ordinance There was a lengthy discussion on the item. Mr. Boganey stated this is an area where Council clarification maybe helpful before it is considered by the Housing Commission. He stated he would like to provide alternatives before the Housing Commission's time is spent on the matter. He stated copies of the Brooklyn Park Ordinance on the matter would be obtained and the item would be placed on a future Work Session agenda. 02/26/07 -3- d. Change City Code 12 -901 to annual rental license renewal This item was not discussed as it is reflected in the Strategies and Action Plans. Mr. Boganey stated Chapter 12 will be reviewed in its entirety. e. Consider ordinance limiting ratio of non - porous to porous surface area with new construction Councilmember /Commissioner Yelich discussed his concern with limiting the ratio of non-porous to s g porous p p surface area. There was a discussion on the item and it was the majority consensus to direct staff to prepare a report explaining what regulations already exist as it relates to what a developer has to do to manage run -off. f. Implement ordinance limiting number of vehicles parked outside on residential property Councilmember /Commissioner Yelich discussed his concern. There was a brief discussion on the matter where Mr. Boganey suggested postponing the item until it is determined if other strategies are making a difference. The majority of the City Council expressed agreement with Mr. Boganey. That attached hereto is a full, true, and complete transcript of the minutes of a Work Session of the City Council of the City of Brooklyn Center held on February 26, 2007. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
