HomeMy WebLinkAbout2004 10-13 CCM Study Session MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION CITY HALL - COUNCIL CHAMBERS OCTOBER 13, 2004 CALL TO ORDER STUDY SESSION The Brooklyn Center City Council met in Study Session and was called to order by Mayor Myrna Kragness at 6:00 p.m. ROLL CALL Mayor Myrna Kragness, Councilmembers Kathleen Carmody, Kay Lasman, Diane Niesen, and Bob Peppe. Also present were City Manager Michael McCauley, Assistant City Manager/Director of Operations Curt Boganey, Deputy Director of Public Works Dave Peterson, Police Chief Scott Bechthold, and Deputy City Clerk Maria Rosenbaum. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS Councilmember Niesen requested clarification regarding agenda item l Od, Resolution Providing for the Issuance and Sale of $1,010,000 General Obligation Special Assessment Bonds, Series 2004C. City Manager Michael McCauley discussed that the item would not be on the agenda this evening. The materials and analysis were not completed and will be deferred to the October 25, 2004, meeting. Councilmember Lasman asked that the following sentence on page 8 of the September 27, 2004, Regular Session Minutes be amended to read: Councilmember Lasman informed that she and Councilmember Peppe would have to abstain since neither of them were at the August 16, 2004, meeting. Councilmember Lasman inquired if her question regarding the two consolettes would be answered as part of the discussion regarding agenda item l Oc, Resolution Authorizing the Use of Technology Fund Monies to Match Funds Required for Department of Public Safety, Division of Homeland Security and Emergency Management Grant. Mr. McCauley informed that he believes the two consolettes would be retained for City functions and that Police Chief Scott Bechthold could address that question. Councilmember Carmody informed that she would like to have agenda item 7d, Resolution Authorizing a Contract with Xcel Energy for Installation of Street Lights Within the Northport Area Neighborhood Street and Utility Improvement Project, removed from the Consent items and added to Council Consideration items. 10/13/04 -1- Councilmember Carmody inquired if there would be any winter construction charges for the Northport area. Deputy Director of Public Works Dave Peterson discussed that there will be no winter construction charges and that this agreement with Xcel Energy is for the maintenance of outdoor street lighting. Mr. McCauley added that this agreement with Xcel Energy would be another 25 year agreement separate from the other relationship with Xcel Energy. Mr. McCauley discussed that as part of agenda item 1 Ob, Financial Advisory Services Review, the Council would need to appoint Council Members to the review committee. The anticipated meeting dates would be October 26 and 28, 2004, from 9:00 a.m. to 12:30 p.m. Councilmember Carmody expressed that she would be interested and that October 26 would be a better day for her. Councilmember Niesen expressed that she would be interested and either day would work for her. It was the consensus of the Council to have Councilmembers Carmody and Niesen appointed to the review committee; and that October 26, 2004, would be the date for the review. DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS REVIEW OF DISPATCH STUDIES AND OPTIONS Police Chief Scott Bechthold discussed that the two consolettes that the Police Department currently has are leased for one dollar a day from the State. The City would need to have two more consolettes to be fully migrated to the 800 MHz and that the two additional consolettes would be for the Fire Department. In the event that dispatch services go away, the two new consolettes would remain functional at the Police and Fire Departments. Mr. McCauley discussed that the presentations made this evening by the Police Chief and representatives of Hennepin County are being provided for an overview of the materials that had been assembled to date and used for the employee meetings, along with identifying the Council's questions and concerns that should be addressed on November 8, 2004. If the Council were to decide not to go with Hennepin County, the Council would need to consider the remaining options or what direction they would like to proceed. Mr. McCauley informed that he had received a new proposal from St. Louis Park since the materials had been prepared. The new proposal indicates higher capital costs and lower operating costs than the PSC Alliance report. At this time there are still a lot of unknowns with Hennepin County and the St. Louis Park and City of Minneapolis proposals and staff would need more information before making a recommendation. Mayor Kragness questioned if Hennepin County would be adding more dispatchers if Brooklyn Center joined with Hennepin County. Mr. Bechthold discussed that he believes three additional dispatchers would be added at Hennepin County if Brooklyn Center were to join with Hennepin County. Mr. McCauley informed that one of the questions to be answered before November 8, 2004, would the number of dispatchers per capita and the number of police and fire per shift. Councilmember Lasman expressed that the quality of service is a concern to her and that she would like to see the response times from all proposals. Mr. Bechthold informed that by November 8, 2004, staff should have a study on response times and that Hennepin County maintains those figures. 10/13/04 -2- I Mr. McCauley discussed that is a difficult issue to address since record keeping methods vary. Mr. Bechthold added that when the information is received the computer times are not always accurate to when the call was actually dispatched. Mayor Kragness informed that she toured the Hennepin County facility and suggested that the Council tour the facility. Mr. McCauley asked that Council Members contact him if they are interested and informed that he would coordinate a tour. Councilmembers Carmody, Lasman, and Niesen expressed that they would like tours of Hennepin County and Brooklyn Center facilities. Mr. McCauley informed that he would coordinate and e -mail them the specifics. Councilmember Carmody questioned if the Council would be taking public input this evening. Mayor Kragness discussed that the meeting this evening would be for informational purposes. Councilmember Carmody expressed that she would like to have the Council questions answered first before public input. MISCELLANEOUS There were no miscellaneous items discussed.
