HomeMy WebLinkAbout2004 01-26 CCM Study Session MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION JANUARY 26, 2004 CITY HALL - COUNCIL CHAMBERS CALL TO ORDER STUDY SESSION The Brooklyn Center City Council met in Study Session and was called to order by Mayor Myrna Kragness at 6:03 p.m. ROLL CALL Mayor Myrna Kragness, Councilmembers Kathleen Carmody, Kay Lasman, and Bob Peppe. Councilmember Niesen was absent. Also present were Assistant City Manager /Director of Operations Curt Boganey, Public Works Director /City Engineer Todd Blomstrom, and Deputy City Clerk Maria Rosenbaum. Councilmember Niesen arrived at 6:09 p.m. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS Council discussed agenda item lob, Resolution Supporting Special Legislation to Extend Period Within Which to Commence Activities in Tax Increment Financing District No. 3; and the Brookdale tax matter. Assistant City Manager /Director of Operations Curt Boganey informed that the Tax Increment Financing (TIF) District No. 3 generates a substantial amount without the use of Brookdale. Council discussed 7b, Licenses. Mr. Boganey will inquire about the process being used for the licensing process with regards to the recently adopted ordinance for provisional licenses. DAVE LOOBY, NORTH HENNEPIN CHAMBER OF COMMERCE Dave Looby from the North Hennepin Chamber of Commerce addressed the Council to discuss the responsibilities and terms of the members involved with the North Hennepin Chamber of Commerce. Mr. Looby informed that their By -Laws had changed to include a representative from Brooklyn Center and that they would like to have Mayor Kragness serve on their Board. Mayor Kragness expressed thanks to Mr. Looby and informed that the Council would be discussing this matter at its Worksession and that she will get back to him. Mr. Looby invited the Council to the Winter Gala that will be held on February 6, 2004. 01/26/04 -1- MISCELLANEOUS No miscellaneous items were discussed. DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS REVIEW AND DISCUSSION OF CASINO SPONSORSHIP OF EARLE BROWN DAYS Councilmember Carmody discussed that the City had received a questionnaire regarding a sponsorship from Grand Casino for Earle Brown Days and that the Earle Brown Days Committee would like direction from the Council whether to complete the questionnaire. Council discussed and was in consensus of having the questionnaire completed and to review this matter again when more information is contained regarding how much would be involved. Councilmember Carmody inquired what the Council's thoughts would be about a flyer from the Earle Brown Days Committee regarding Earle Brown Days events. With the reduction of City Watch Newsletters, the information regarding Earle Brown Days is not published. One consideration would be to send a flyer with utility bills. Council discussed and was in consensus that a utility bill would not be the solution and that this matter would be discussed with the City Manager. LANGUAGE FOR AGENDA ON PUBLIC PARTICIPATION Mr. Boganey discussed that the City Manager had drafted language per the request of the City Council regarding public input and comments. Council discussed and continued this item to the Work Session.
