CITY COUNCIL WORK SESSION
JANUARY 26, 2004

CALL TO ORDER
The Brooklyn Center City Council met in Work Session and was called to order by Mayor Myrna
Kragness at 9:02 p.m.
ROLL CALL
Mayor Myrna Kragness, Councilmembers Kathleen Carmody, Kay Lasman, Diane Niesen, and Bob
Peppe. Also present: Assistant City Manager /Director of Operations Curt Boganey and Deputy City
Clerk Maria Rosenbaum.
REVIEW AND DISCUSSION OF CASINO SPONSORSHIP OF EARLE BROWN DAYS
This item was discussed at the Study Session.
LANGUAGE FOR AGENDA ON PUBLIC PARTICIPATION
Council continued this discussion from the Study Session. Councilmember Lasman expressed that
she believes the language needed for this process is located in the City Council Handbook and that it
would be pertinent to mention the process along with having it available with the agendas in the
lobby.
Councilmember Niesen expressed that she would like to achieve some instructions for public input
or comments during a regular meeting and suggested a card system like the Informal Open Forum
card process.
It was the consensus of the Council to leave the agenda language as written. Councilmember Niesen
asked that the Council be cognizant when moving forward with this process.
HOUSING COMMISSION REVIEW OF SENIOR HOUSING PLAN
Council discussed and was in consensus of the City Manager's recommendations. Councilmember
Carmody requested that the City Council review the senior housing materials before sending them to
the Housing Commission.

MISCELLANEOUS
Council discussed the issue of Mayor Kragness becoming a Board Member and the City joining the
North Hennepin Chamber of Commerce. All were in consensus except Councilmember Niesen.
Councilmember Lasman questioned if the Council would like her to contact the Prayer Breakfast
regarding Invocations. It was the consensus of the Council to have her contact them regarding
Invocations.
Councilmember Lasman informed that there are four items in the City Council Handbook that need
to be addressed. One is the issue on page three regarding staff reports. She would like to get more
information provided back to the City Council following Informal Open Forum. On page four, she
believes the language needs to be amended for Closed Sessions ifNon- Council appointed employees
are to be discussed. Mayor Kragness suggested that the City Manager review the Closed Sessions
item and language. The third and fourth items were amendments that had not been made to include
the administrative fines had been amended to $1,000 and the number of liquor stores from three to
now two.
ADJOURNMENT
A motion by Councilmember Carmody, seconded by Councilmember Niesen to adjourn the work
session at 9:30 p.m. Motion passed unanimously.
