CALL TO ORDER STUDY SESSION
The Brooklyn Center City Council met in study session and was called to order by Mayor Myrna
Kragness at 6:00 p.m.
ROLL CALL
Mayor Myrna Kragness, Councilmembers Kay Lasman, Ed Nelson, Bob Peppe, and Tim Ricker.
Also Present: City Manager Michael J. McCauley, Assistant City Manager Jane Chambers, Fiscal
and Support Services Director Doug Sell, and Deputy City Clerk Maria Rosenbaum.
CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS
City Manager Michael McCauley discussed his request for agenda item 10h, Cancellation of
September 4, 2001, worksession due to the lateness of the Legislative Session. Staffhas been unable
to move forward on the general fund budget while waiting for information from the State. Late last
week the City received notification of the actual levy limits for Brooklyn Center. Staff is reviewing
this information. The initial information received from the State on aids was incorrect. Assuming
the first run information received last week on levy limits is correct, the City many have more levy
capacity than anticipated. This is based on a formula used by the State to calculate the base upon
which the increases are applied. The anticipated rate of increase under the levy limits is what was
discussed previously with the Council, but the method by which the State developed the base number
was unknown in previous discussions. Council discussed the issue of upcoming levy and what the
outcome will be for Brooklyn Center and other surrounding communities. Mayor Kragness and
Councilmember Lasman expressed concern with letting people know what is happening and what the
bottom line will be for Brooklyn Center residents.
It was the consensus of the Council to have the September 4, 2001 worksession cancelled and to
have discussions of the taxes and levy at the September 10, 2001, regular meeting.
Councilmember Peppe discussed 10e, Staff Report Re: Grant Application for Enhancements in the
Brookdale Area.

FUTURE OF OLD JERRY'S SITE
Council discussed the future of the old Jerry's site and what the options would be for the building
and the land.
MISCELLANEOUS
Council discussed the Earle Brown property and three areas of concern, 6042 Ewing Avenue North,
6048 Ewing Avenue North, and 3606 Commodore Drive. Mr. McCauley will have staff check into
the three properties of concern.
Mr. McCauley requested direction from the Council regarding the proposed letter for Random Acts
of Kindness that had been prepared by City Clerk Sharon Knutson. Councilmember Lasman
requested language to be added to the letter indicating that the letter is being sent to the School
Districts that have Brooklyn Center residents attending.
It was the consensus of the Council that the letter is a good idea and to move forward with the
process.
ADJOURNMENT
A motion by Councilmember Lasman, seconded by Councilmember Peppe to adjourn the study
session at 6:56 p.m. Motion passed unanimously.
