HomeMy WebLinkAbout1999 08-23 CCM Study Session MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION AUGUST 23, 1999 CONFERENCE ROOM B CALL TO ORDER STUDY SESSION The Brooklyn Center City Council met in study session and was called to order by Mayor Myrna Kragness at 6:00 p.m. ROLL CALL Mayor Myrna Kragness, Councilmembers Debra Hilstrom, Kay Lasman, Ed Nelson, and Robert Peppe. Also present: Assistant City Manager /HR Director Jane Chambers, Community Development Director Brad Hoffman, and Recording Secretary Maria Rosenbaum. DISCUSSION ON AGENDA ITEMS Council discussed the tax increment financing districts reports. Assistant City Manager/HR Director informed the Council that the reports are required by the State. Assistant City Manager/HR Director Jane Chambers informed the Council that agenda item 9f is to cancel the general work session on August 30, 1999, and reschedule for September 7, 1999. There is a Regional Human Rights Coalition meeting that Ms. Chambers will attend. Councilmember Hilstrom will attend the general work session. DISCUSSION ON PARTICIPATION IN THE PRESERVATION OF INTEREST REDUCTION PAYMENTS UNDER SECTION 236 OF THE NATIONAL HOUSING ACT (SHINGLE CREEK TOWER PROJECT) Mary Dyrseth from Briggs and Morgan, and David Williams from Glaser Financial Group were present to discuss the Section 236 Program. The Council asked several questions regarding the City being the mortgage holder and why this would be viable for the City. Ms. Dyrseth informed the Council that for Boisclair Corporation to assume the Section 236 Program, Federal regulations require a governmental entity to assure HUD's housing quality standards, monitor affordable rent criteria, and public ownership of Shingle Creek Towers $1,330,000 Section 236 mortgage note. 08/23/99 -1- Council discussed further the Section 236 program and the financial obligation and/or risk to the City. Ms. Dyrseth assured the Council the City has no obligation and/or risk by agreeing to hold the mortgage note.
