Re: Organizational Information Related To Riverwood Neighborhood Association and
Request To Begin Cooperative Community Development Planning.
The intent of this letter, together with attachments, is to communicate organizational
decisions made by the Riverwood Neighborhood Association (formerly referred to as the
Northeast Neighborhood) since our special meeting with Council and Staff on
December 1, 1993 and to initiate the cooperative planning agreed to at that same
meeting.
Our Association has designated the three of us to serve as liaison with City Officials and
Staff throughout 1994 on specific development issues of the 10 plus acres in the southern
most part of our neighborhood, as well as any other matters of common
City - Neighborhood concern.
Attached please note: (1) The Neighborhood's Mission Statement, summary of major
goals, and listing of Liaison addresses and phone numbers; (2) A proposed agenda for an
initial meeting with City Community Development personnel; and (3) A draft suggestion
for Council to "recognize" our association.
We are excited and optimistic about the opportunities for sound gains for the
Neighborhood and for the City through this cooperative process and we are anxious to
begin.

MISSION STATEMENT
The Riverwood Neighborhood Association's mission is to visibly and actively serve as a
vehicle for neighbors to work together and work with City Officials and Staff to attain
an environment that provides the opportunity for the highest possible quality of life for
its residences.
GOALS
1. Continue to provide any needed support for the City's recent initiative to rezone
portions of the 10 plus acres bounded by I -694, Hwy 252, 66th Ave.N., and Willow
Lane from C -2 to C -1 until such time as it is determined that a more compatible
zoning is more appropriate for the residential area of the Neighborhood.
2. Participate in formulating and implementing a feasible development plan for the above
10 plus acres that is compatible with, and broadly supported by, the residential
Neighborhood.
3. Ensure timely and relevant two -way communications between Riverwood
Neighborhood residents and the City.
4. Promote the improvement of the Riverwood Neighborhood through "self- help" actions.
5. Encourage Neighborhood participation in initiatives that improve the quality of life
for Riverwood Neighborhood residents.

DRAFT CONCEPT FOR COUNCIL
REGARDING
RIVERWOOD NEIGHBORHOOD ASSOCIATION
Upon notice that citizens of the area bounded by I -694, Hwy 252, 73rd Ave. N., and the
Mississippi River have formed an organization, designated as the Riverwood
Neighborhood Association, for the purpose of working together as a neighborhood and
working with the City to promote the quality of life in that neighborhood;
the Council, hereby, recognizes the Riverwood Neighborhood Association and authorizes
Staff to work with the Association's designated Liaison persons on developmental issues
related to the area bounded by I -694, Hwy 252, 66th Ave. N., and Willow Lane and any
other matters of common concern.
The Council further directs City Staff to keep the Council regularly appraised of
communications between them and the Staff.
Council action is requested on January 24, 1994 at its regular meeting or at a special
work session immediately following the regular meeting.
