SUBJECT: Neighborhood Advisory Group Review of Traffic Concerns (T.S.A.C. File
No. 85 -020)
The role and functions of the City's Neighborhood Advisory Groups, which are
advisory to the City's Planning Commission, have been expanded within the past few
months to include making comments and recommendations regarding various issues of
neighborhood concerns. This is in response to recommendations made in the Year
2000 Committee Report.
In the past the formal Neighborhood Advisory Groups were responsible for making
comments and recommendations to the Planning Commission regarding only rezoning
. requests and Comprehensive Plan amendments.
On March 27, 1986 the Planning Commission briefly discussed the problem of cut -
through traffic between Brooklyn Boulevard and Xerxes Avenue North primarily along
59th Avenue North. This issue had been previously raised in the form of a complaint
and a request for action from persons living along 59th Avenue North. A meeting
with people living along 59th Avenue North was held on November 14, 1985• It became
apparent that the issue affected a larger area and needed further review and more
neighborhood input and involvement. Thus, the Planning Commission is seeking
advice, comments and recommendations from the Central Neighborhood Advisory Group
and has formally referred the matter to you for your review.
The first step in the review process is an informational meeting for all residents
living in the area bordered by County Road 10 on the south, Brooklyn Boulevard on the
west, 63rd Avenue North on the north, and Xerxes Avenue North on the east. Other
interested parties are also encouraged to attend this meeting. The meeting will be
held at the Brookdale Christian Center Assembly of God sanctuary on May 1, 1986 and
will begin at approximately 7:00 p.m. This meeting will be conducted by members of
the City staff and its purpose is to describe the problem and issues and suggest
possible options and alternatives such as altering street patterns and perhaps
closing various access points. You, as a member of the Central Neighborhood
Advisory Group, are encouraged to attend this meeting for background and
informational purposes.
The Central Neighborhood Advisory Group will formally meet to discuss the options,
alternatives, and make recommendations at a meeting to be held sometime after this
May 1 meeting. We are attempting to find a convenient time, to hold such a meeting
for the group. .

Again, the Central Neighborhood Advisory Group should make its comments and
recommendations to the Planning Commission. The Planning Commission will further
review the matter and forward it on to the City Council for their consideration.
To assist you in your deliberation and consideration of this matter, I have included
the following for your review:
1. A copy of the notice for the informational meeting to be held on
May 1, 1986 (you may have already received one in a separate
mailing).
2. A copy of pages 6 and 7 of the Planning Commission minutes of March
27, 1986 at which time this matter was referred to the Central
Neighborhood Advisory Group.
3. A March 27, 1986 memo from Sy Knapp, Director of Public Works, to
myself regarding the issue with various attachments.
4. A March 25, 1986 memo from Geralyn Barone to myself with other
pertinent background information regarding this matter.
If you have any questions or comments regarding the above, or care to discuss this

NOTICE
The City of Brooklyn Center will be holding a neighborhood meeting for residents
living in the area bordered by County Road 10 on the south, Brooklyn Boulevard
on the west, 63rd Avenue North on the north, and Xerxes Avenue North on the
east. The purpose of the meeting is to discuss the accesses to Brooklyn
Boulevard from 59th, 60th, 62nd and 63rd Avenues North, and the possibility
of altering or closing these accesses.
You are invited to attend this meeting to listen to the proposals and voice
your opinion on the subject. Following is the schedule for the meeting.

left in Condition No. 2 in order to allow for flexibility.
There followed a lengthy discussion as to the storage of inventory and whether it
should be confined strictly to the area under the canopy or whether some cars could
be allowed outside of the canopy. Mr. Finley stated that cars would not normally be
outside the canopy, except on occasional days when an extraordinary amount of cars
came in. The Secretary stated that he would rather have the condition limit the
storage to the canopy so that the City could limit the storage to that area. The
Secretary stated that he did not think the enforcement of the condition would be
rigid, but that the option should be there to prevent a consistent practice of
storing cars outside the canopy from developing.
The Secretary also expressed a concern that storing the cars outside the canopy
would have an impact on the parking lot. He stating that there was a conflict which
dealers constantly face between storing inventory on their lots and providing
customer parking.
Commissioner Bernards stated that the record could show that the Commission
understands that there will be occasional situations when a car or two may be parked
outside the canopy. The Secretary stated that this understanding could be
acceptable, but urged that the condition not explicitly allow for such storage
outside the canopy. Mr. Finley consented to the dropping of the word "primarily" in
Condition No. 2.
ACTION RECOMMENDING APPROVAL OF APPLICATION NO. 86014 (Budget Rent a Car /Sears)
Motion by Commissioner Nelson seconded by Commissioner Sandstrom to recommend
approval of Application No. 8601 subject to the following conditions:
1. The special use permit is subject to all applicable codes,
ordinances, and regulations and any violation thereof shall be
grounds for revocation.
2. Storage of inventory of cars for rent shall be confined to the
area under the canopy.
3. Special use permit approval acknowledges rental and leasing
only. No sales of automobiles or other vehicles is acknowledged
by this action.
Voting in favor: Chairman Lucht, Commissioners Sandstrom, Nelson, Bernards and
Wallerstedt. Voting against: none. The motion passed.
RECESS
The Planning Commission recessed at 9:01 p.m. and resumed at 9:11 p.m.
Commissioner Wallerstedt left during the recess because of illness.
OTHER BUSINESS
A Request for Central Neighborhood Advisory Group Review.
The Secretary then reviewed with the Planning Commission the problem of cut - through
traffic in the Central Neighborhood by cars moving from Brooklyn Boulevard to
Brookdale Shopping Center and vice versa. He stated that this concern should be
addressed by a meeting of the Neighborhood Advisory Group for the central
neighborhood and other residents in the neighborhood affected by the problem.

Commissioner Nelson stated that he had checked with people on the list for the
Central Neighborhood Advisory Group and that almost all of them no longer lived
there or were no longer interested in serving. There followed -a discussion of who
would be appropriate to serve on such a group.
There followed further discussion of the nature of the traffic problem and some
possible solutions that had been drawn up by the Engineering Department under the
direction of Sy Knapp.
ACTION REFERRING CUT - THROUGH TRAFFIC STUDY TO THE CENTRAL NEIGHBORHOOD ADVISORY
GROUP
Motion by Commissioner Bernards seconded by Commissioner Sandstrom to refer the
issue of cut - through traffic in the Central Neighborhood to the Central
Neighborhood Advisory Group. Voting in favor: Chairman Lucht, Commissioners
Sandstrom, Nelson, Bernards and Wallerstedt. The motion passed.
ADJOURNMENT
Motion by Commissioner Nelson seconded by Commissioner Sandstrom to adjourn the
meeting of the Planning Commission. The motion passed unanimously. The Planning
Commission adjourned at 9:34 p.m.

Regarding Geralyn Barone's Memo Dated March 25, 1986 the following supplementary
information is provided for consideration by the Planning Commission and by the
Neighborhood Advisory Group:
1. Attached hereto is a map showing the neighborhood which is generally
affected by the proposal to interupt through traffic on 59th Avenue North.
You will note that the area affected lies between Brooklyn Boulevard and
Xerxes Avenue and between County Road 10 and 63rd Avenue North.
2. The alternates attached to Geralyn's memo are those which we have suggested
for consideration on 59th Avenue. Regarding those alternates, it is the
opinion of the Administrative Traffic Committee that Alternates 1 and 4 are
the most feasible and effective alternates. Alternates 2 and 3 rely on the
ability to enforce one -way traffic regulations and it is noted that both of
these alternates still allow Westbound traffic to continue uninterrupted
through the neighborhood. While Alternate 1 would be the most effective
when considering 59th Avenue only, it is suggested that Alternate 4 should
be considered in conjunction with the total neighborhood analysis.
3. Attached hereto is a proposal showing construction of a hammerhead
turnaround on 60th Avenue just Westerly of Beard Avenue. It is the
recommendation of the Traffic Advisory Committee that, if either Alternates
1 or 4 are implemented on 59th Avenue, then this proposal for 60th Avenue
should be implemented at the same time so as to avoid simply re- routing the
shortcutting traffic from 59th Avenue up to 60th Avenue.
4. Also attached hereto is a proposal for the construction of a hammerhead
turnaround on 62nd Avenue North just Westerly of Beard Avenue. It is the
opinion of the Traffic Advisory Committee that it will not be necessary to
implement this proposal on 62nd Avenue because we do not believe that the
traffic which is now shortcutting on 59th Avenue would transfer to 62nd
Avenue even if the suggested diversions at 59th and 60th Avenues are
implemented. Accordingly, our current thought is that the 62nd Avenue
proposal should be regarded simply as a standby plan in the event that
shortcutting does occur on 62nd Avenue.

The above discussion is based on the information available to the Administrative
Traffic Committee at this time. Obviously, we wish to solicit the input from
the Planning Commission, from the Neighborhood Advisory Committee and from the
citizens of the area before making any final decisions or recommendations. That
is the purpose of following the procedure which has been recommended to you.

SUBJECT: Administrative Traffic Cantittee (A.T.C.) referrals to Planning
Commission
As discussed by Sy Knapp, you and I, the following procedure shall be followed
for referral of traffic items from the A.T.C. to the Planning Cannission when
such items affect a specific neighborhood in the City.
STEP 1 : A.T.C. refers item to Pl annin g Commission.
STEP 2 : Planning Commission reviews and determines whether or not to involve
a Neighborhood Advisory Group (N.A.G.).
STEP 3 : If a N.A.G. becomes involved in the process, City staff will conduct
a neighborhood meeting inviting neighbors, members of the Planning
Commission, and members of the area N.A.G.
STEP 4 : Following the neighborhood meeting, the N.A.G. Chairperson should
call a separate meeting of the N.A.G. in which to prepare a reccmmen-
dation to the Planning Commission. Such a meeting is subject to
the provisions of the Open Meeting law, and announcements of the
meeting can be placed on cable television and on the display board
in the City Hall lobby.
STEP 5 : The Planning Commission reviews the N.A.G's report and makes a
recommendation to the City Council.
To initiate the first action implementing this procedure, the A.T.C. is refer-
ring to the Planning Commission information on A.T.C. file 85 -020 regarding
the possible closure of access to Brooklyn Boulevard from the east on 59th
Avenue North. Enclosed are items for review.

possibility of closure of 59th Avenue ,17orth at Brooklyn Boulevard. The

14, 1985 at 7:30 p.-n. All residents living can 59th Avenue North betAeen

BROOKLYN CENTER, MINNESOTA
NOVEMBER 14, 1985
ATTENDANCE
Gerald G. Splinter, City Manager; Sy Knapp, Director of Public Works; Jim Lindsay,
Chief of Police; and Geralyn Barone, Administrative Assistant. Also present were
residents of the neighborhood, including Cecil Thayer, Matt Starr, Michelle Starr,
Val Brosell, Ted Waite, Gerald Taylor, Virginia Taylor, Charles Audette, Jane
Alford, Carol Kleven, Floyd Lemberg, Velma Lemberg, Carl DeWitz, Mabel DeWitz, Mark
Dimon, and Robert Cilke.
The City Manager highlighted the portion of the City's comprehensive plan that
includes the possibility of closing 59th Avenue North at the east side of Brooklyn
Boulevard. The Director of Public Works reviewed aerial photos of the neighborhood
and explained the specific traffic problems related to the area. He presented four
alternatives of what may be done to improve the traffic situation on 59th Avenue
North, and pointed out that the City staff is not supporting any one of these ideas at
this time. He added that the City intends to obtain a reaction from area residents
prior to proceeding with any plans.
The following comments and questions were expressed by the residents attending the
meeting:
- Much of the traffic is originating from southbound traffic on Brooklyn
Boulevard turning and traveling eastbound on 59th Avenue North
- The intersection of 59th Avenue North and Brooklyn Boulevard is hazardous
because of the potential for accidents
- If steps are taken to close the access to Brooklyn Boulevard from 59th Avenue
North, the increased traffic will be transferred to 60th Avenue North
- A possible proposal could be to extend the island on Brooklyn Boulevard
further south so that vehicles may not make a left turn from southbound
Brooklyn Boulevard to eastbound 59th Avenue North
- A hazardous situation currently is present when vehicles turning off of
Brooklyn Boulevard onto 59th Avneue North and into the parking lot of the
First Brookdale Bank do not use their turn signals to indicate a turn into the
parking lot
- There was concern that an interchange would be created at I-694 and Xerxes
Avenue North (City staff stated that there will be no interchange at this
intersection)
- A request was made to install "stop" signs on 59th Avenue North to slow down
traffic ( City staff noted that stop signs do not necessarily slow down taffic,
but can increase the amount of noise and fumes, as well as creating a hazard
because drivers ignore the "stop" signs)

- Many of the residents have had their lawn dug up by vehicles traveling on 59th
Avenue North
- A request was made to stop semi - trucks bound for Jerry's SuperValu
- A request was made for installation of speed bumps (City staff pointed out that
speed bumps are especially hazardous to people on bicycles, and some vehicles
find it easier to drive over speed bumps at a faster speed rate with a lesser
impact)
- Concern was expressed that if 59th Avenue North at Brooklyn Boulevard is
closed off, emergency vehicles would have difficulty accessing the
neighborhood
- A request was made to post the deadend signs for the streets just south of 59th
Avenue North where they are more visible to drivers (City staff noted that the
signs have been positioned so that they are more visible to drivers traveling
eastbound on 59th Avenue North)
The City Manager informed the residents that they would receive copies of the four
alternative proposals as well as a copy of this evening's minutes. He added that
another neighborhood meeting inviting residents from a larger area around 59th
Avenue North will be held sometime in early 1986. Residents will be notified of
that meeting.

Dear Geralyn;
I am very sorry that I am unable to attend tonights meeting.
I have just returned from the hospital and doctor's orders
keep me confined.
I am for closing 59th Avenue! Vehicles drive up on my
lawn making unwanted tire tracks.. I also have to pick up
empty beer cans and other debris that is thrown from passing
vehicles. Cars speed and brakes squeal at all hours, some-
times making it impossible to have a good nights sleep.
It was nice years ago when there was very little traffic
now there are cars going by my window all the time.
