The Southeast Neighborhood Advisory Group met on March 13, 1978 at 7:30 p.m. in
the City Council Chambers for purposes of reviewing the above application as
requested by the City Council on February 27, 1978. The meeting was open to all
interested parties and written notices of the meeting were sent to the residents
who had received previous notice of Planning Commission and City Council hearings
on this matter.
Members of the Advisory Group who were present included: Louis Sullivan, Ben
Davidson, Delores Hastings, June Scofield and Planning Commissioner Molly
Malecki. Also present were Councilman Gene Lhotka, Councilwoman Cecilia Scott
and Director of Planning and Inspection Blair Tremere who served as Secretary.
The applicant was represented by Mr. and Mrs. David Gee and Mr. Peter Jacobson.
Residents of the area who signed a register at the door included: Mr. Truran,
5433 Lyndale Avenue North; Mr. and Mrs. Jackson, 5445 Lyndale Avenue North;
Eunice Peter, 5331 Lyndale Avenue North; Nick Warhol, 5429 Lyndale Avenue North;
Walter Heyn, 5315 Lyndale Avenue North; Bruce Hendry, 5501 Lyndale Avenue North;
Mr. and Mrs. Renstrom, 5451 Lyndale Avenue North; and Ralph Hastings, 5813
Aldrich Avenue North.
There was extensive discussion generated by residents of the area, who stated
concerns about the proposed use; concerns about the R -2 Zoning in the area; and
concerns about the status of the subdivision of the property involved in this
matter. Questions were directed to the applicant and to the City staff, who
responded to all questions. The items covered a broad range of topics, most of
which were covered by the Planning Commission and the City Council hearings,
although much more time was spent in the discussion at this meeting (Approxi-
mately two hours).
Most of the discussion involved the nature of the proposed care facility in
general, and there was relatively little discussion directed at the issue of
the basis for the application: namely whether up to 8 persons rather than the
permitted 6 could be allowed by Special Use Permit. The applicant explained
the reasons for the additional number of persons. One resident stated concern
that the additional persons might result in higher traffic generation and
questioned whether the size of the yard could support a facility of that size
for outdoor recreational purposes. Another resident stated that more attention
could be paid to each of 6 individuals rather than each of 8 individuals under
the proposed program.

The Chairman then determined that there were no further comments and no further
questions regarding the application. The Advisory Group recessed and upon re-
convening reviewed the ordinance standards for a Special Use Permit, made
several additional inquiries of the applicant as to the request for up to 2
additional persons, and reviewed the plans for the proposed home.
Following an extensive discussion by the members of the group, the Chairman polled
each of the members as to their position on this matter.
There was a motion by member Sullivan, seconded by member Hastings to recommend
approval of the request for a Special Use Permit as contained in Planning Commission
Application No. 78005 submitted by Residental Alternatives, Inc., noting the con-
ditions recommended by the Planning Commission.
The Chairman then determined it was the consensus of the Group to direct the
Secretary to advise the City Council of the proceedings of the public hearing and
of the Group's recommendation.
