Purpose: Discuss Rezoning Request /Application #78058
Petitioner: Dean Nyquist
Property: 5637 Brooklyn Blvd, rezone from R1 to C1
Concensus Opinion of Meeting
Rezone from R1 to C1 all existing property, starting with and including
the Northport Medical Center, 5415 Brooklyn Blvd. up to and including
the old slaughter house property, 5637 Brooklyn Blvd.
Meeting Minutes
Call to Order William Hawes, member of the Brooklyn Center planning commission
and head of the Southwest Advisory Group called the meeting to
order at 7:35PM. He requested that one of the Southwest members
head the meeting, and selected John Kightlinger, 5127 France N.
John also took notes for the minutes.
Meeting Proceedings The meeting consisted of the following
1. Reading of the rezoning request
2. Brief discussion by the Advisory Group members of the opinions
and thoughts they had received from their neighborhood.
3. Presentation by James Speckman for the law firm proposing the buildir+
4. Questions and discussion.

1. Rezoning Request
Mr. Hawes read the rezoning application #78058
2. Advisory group members discussion
Traffic concerns, alternate office space, building /parking, Northport School or
Hennepin County Library possible use, other space available.
3. Presentation of proposed building
Attorney James Speckman of the law firm seeking the rezoning gave a brief review
of the builing and the land site proposals. He used several drawings and answered
questions from the meeting members.

4. Questions and Discussion For the following residents, name, address and
question or comments were recorded.
Berg, 5700 Northport
Planning Commission should disallow the request. Mr. Berg believes the advance of the
buildings in a long -time established residential area is an encroachment. He feels
someone should draw the line now, and hault any further development of this type.

Q. Why here?
A. Convenience, accessability.
Q. Is there any other vacant property available for rent nearby?
A. No.
Q. Can they uwe Northport School?
A. At this point Dist. 281 does not plan to close Northport.
Q. Additional traffic?
A. Study shows 200 trips per day.
Olson, 5459 Brooklyn Blvd.
Traffic is the main problem. We should be concerned with the additional traffic coming
in off of 56th. Ave. N.
Moden, 5545 Brooklyn Blvd
Concerned about traffic returning North out of the building. The building of a
cul -de -sac was discussed for Northport Drive at the parking lot by the playground.
Residents south of the avenue were afraid it would cause more traffic.
Carlson, 5905 Ewing N.
Q. What was the re su t of a traffic study involving Brooklyn Blvd, a few years ago?
A. Brooklyn Blvd is a major emphasis of the overall comprehensive plan.
Berg, 5700 Northport
Q. Asked about the investment purposes of the law firm.
A. There is a signed purchase order pending rezoning.
Hawes, Planning Commission Member
Read the types of buildings that could be built on C1 zoned property.
Ewer, 5637 Northport
Felt the professional building is the lesser of other evils. Asked for information on
the swap arrangement which was brought about by the new Hennepin County regional library
proposal for Shingle Creek Parkway.

Berg, 5700 Northport
Made a motion to recommend to disallow the rezoning request. The motion did not
receive a second.
Olson, 5459 Brooklyn Blvd
Made a motion to rezone from the Northport Medical Offices up to Bass Lake Road as
all C -1, but withdrew the motion.
5. Approved Motion
Olson, 5459 Brooklyn Blvd.
Reworded his motion to read: "Rezone from R1 to C1 all existing property, starting
with and including the Northport Medical Center, 5415 Brooklyn Blvd. up to and
including the old slaughter house property, 5637 Brooklyn Blvd."
The motion was seconded by Anderson, 5549 Brooklyn Blvd.
The motion carried: 10 for, 1 opposed, 6 not voting.
