HomeMy WebLinkAbout1976 01-20 CITY OF B ROOKLYN BROOKLYN SHINGLE CREEK PARKWAY CENTER, MINNESOTA 55430 TELEPHONE (612) 561 -5440 CENTER January 20, 1976 Mr. William Hannay And Members of Northeast Advisory Group 6432 Willow Lane Brooklyn Center, Minnesota 55430 Re: Planning Commission Application No. 76004 (Rezone) Dear Mr. Hannay: The Planning Commission has conducted the initial public hearing for a proposed re- zoning of property at 67th and Emerson Avenues North (Application No, 76004). You may recall that this property was the subject of a rezoning proposal initiated by the City, with the owners concurrence, approximately two years ago, and at that time the advisory group recommended the action, which down -zoned the property from R -5 (2z to 3 story apartments) to R -3 (townhouse- garden apartments). The site and building plans which were subsequently approved, never materialized. The present applicant has proposed a package development which has merit: he proposes to rezone the easterly parcel down to R -1 and eventually replat it into six single family lots; he proposes the rezoning of the westerly parcel from R -3 back to R -5, with the eventual development of a single building, 18 -unit multiple dwelling. You will recall that the Comprehensive Plan contemplates R -5 as the appropriate zoning in this area. Whereas the developer initially proposed R -1 zoning for both parcels, it was determined after extensive engineering review of the property, that the westerly parcel was better suited to multiple dwelling development due to its size and design as well as to the utility provision. Any development on this parcel, if it were rezoned, would be sub- ject to site and building plan review at which time neighborhood concerns as to design and amenities would be taken into account by the Planning Commission., I have enclosed for your analysis drawings of the subject property and the proposed platting of the easterly parcel; a copy of that portion of the Planning Commission minutes relevant to this proposal; and, with the chairman's letter, I have included a conceptual blueprint drawing submitted by the applicant showing a possible layout of structures on the subject property should the rezoning be approved. The next regular meeting of the Planning Commission is scheduled for Thursday, February 12, 1976 and I would ask that you meet and submit a letter containing your recommenda- tion or comments on or before Thursday, February 5. Please let me know if you are unable to meet prior to that time. In any case, I would appreciate knowing, as soon as possible, when and where the group intends to meet since a couple of the residents `74/e Soma V acre &# Mr. William Hannay Northeast Advisory Group Page Two in this area have indicated they would appreciate participating in your discussion, It is not necessary that the Group conduct formal hearings, however. Residents will have the opportunity to be heard again before the Planning Commission and eventually before the City Council.
